摘要:	淡水的古蹟、歷史建築及其他街區、聚落，豐富了淡水的文化資產，而淡水的觀光人潮也帶動了淡水在地觀光資源的發展。大部分民眾知道淡水歷史悠久、文化資產豐富，但對於淡水有座博物館或許不甚了解，甚至該博物館位於淡水何處？隸屬於公部門哪個單位？辦理哪些業務？等，更是不解。近6年來（民國94年至今），由於臺北縣政府對淡水施政發展的積極與重視，「淡水古蹟博物館」配合「淡水河口藝遊網」北區旗艦計畫，規劃與執行相關子計畫，並與臺北縣政府城鄉發展局、淡水鎮公所等共同協辦執行，淡水的城鎮發展、地貌景象於近幾年有著快速的變化。淡水的改變與發展，對淡水而言是喜是憂？「淡水古蹟博物館」所扮演角色及單位功能為何？其影響性又為何？本文乃針對「淡水古蹟博物館」的組織與功能進行研究，探討其成立過程、組織編制與營運發展的功能面向。另外，接續百年北縣升格直轄市，淡水鎮升格為新北市淡水區，公部門（政府機關）將如何因應與準備？與民間（文史單位、社區民眾）對淡水未來的期望是否達成共識，亦是本文所探討的內容。 The historic sites, redolent with the history of architecture, streets and villages, enrich the cultural property of Tamsui. Swarmed with sightseers, Tamsui sees a high development of tourism. Most people know that Tamsui has a long history and a plentiful cultural resource, but they may not know the fact that there is one museum here in Tamsui. What is less familiar is the location of the museum, to what government agency it belongs to, and what businesses it runs. For over six years, due to the enthusiasm and determination that enter the development of Tamsui, the planning of Tamsui Historic Sites, part of the West Taipei County Pilot Project, has been executed. Tamsui Historic Sites are a joint effort by the Urban and Rural Development Bureau of Taipei County and Tamsui Township Office. The urban development has changed the landscapes of Tamsui in recent years. Does the change proceed in a positive direction, or negative? What are the roles and functions of Tamsui Historic Sites? What are their influences? This research is devoted to studying the organization and functions of Tamsui Historic Sites, with a focus on their developmental process, institution and operation. In addition, when Tamsui Town becomes Tamsui District of Xinbei (New Taipei) City along with the elevation of Taipei County to New Taipei municipal city, new challenges ensue. How do government agencies respond to the changes and adapt to the new environment? Can they reach a consensus with the local residents on the future of Tamsui? These will be discussed altogether.
