    Abstract: BOT專案融資所需之資金十分龐大,單一企業有能力投資者有限,需集結多家企業資金投資。除此之外更需仰賴銀行給予長期的資金融通,而往往專案計劃的資金供給也非單一銀行所能獨攬,需以聯合授信之方式完成。除可產生風險分攤的效果外,亦可符合法令上對銀行授信單一企業之融資金額限制。
    台灣高鐵公司本身財務不健全加上工程本身涉及公共利益,公共工程之投資規模大、回收週期長,聯合授信銀行承作專案融資時,專案融資之風險分散、債權之確保及額度之估計為專案融資中最重要之考量,在專案融資中具有重要之地位,亦發揮極為重要之作用。
    本研究針對聯合授信銀行承作授信及台灣高鐵財務缺口提出改善對策及建議,並提供政府面對BOT專案之配套措施之研擬,提供銀行業者與台灣高鐵及政府一個公平合理的交易機制。
    The financing amount required for BOT project is enormous. It requires investment from several companies. BOT project also relies long-term financing from many banks.
    Taiwan High Speed Rail Corporation (THSRC) itself is known for it fragile finance situation. Since this BOT project may hamper public interest in large-scale, banks should puts risk diversification and the protecting of creditor’s right and etc. as decisive factors when reviewing its long-term loan application.
      This study tries to give measures and suggestions to banks in evaluating THSRC’s loan application as well as to THSRC in improving their financial deficit. It also tries to provide through fully supporting measures to government in BOT projects. Our goal is to provide banks, THSRC and government a fair and equitable cooperation mechanism to facilitate the solid of BOT projects.
