    Abstract: 我國金融服務業過去曾長期管制,在推動自由化及國際化努力後,使我國金融市場競爭逐步白熱化。各家銀行因為過度競爭於有限的市場,紛採價格競爭策略,導致穫利不佳,資產品質惡化。1998年發生亞洲金融風暴後,各國均積極推動金融機構體制改革及合併,為因應激烈的市場競爭,大型化已成為全球趨勢,各銀行不斷擴張其營運規模及提高競爭力。現行國內的銀行產業呈現競爭程度高、相互依存、交互影響的寡佔市場架構。
    對如合作金庫性質的公股行庫而言,除追求賺取營業利潤回饋股東之任務外,亦負有政策任務,而處於國內目前銀行業相互競爭程度與相互依存程度高的寡佔市場,各家銀行與金融機構的經營與發展策略都有相當程度的交互影響。因此,本研究將從賽局理論中,其參與賽局者所選擇之策略相互依存交互影響的特點,來探討並檢視合作金庫之競爭、經營與發展之策略。
    根據策略思考觀點的PARTS分析方法得之,合作金庫除了應充分解其競爭對手的競爭特性與優勢,以發展出其獨特之動態競爭優勢之外,更應思考業務與資源互補之金融機構與可策略聯盟的所有參與者,亦即除思索如何妥善安排其競合策略,而非一味的思考其創新性或其他增加其競爭性的策略。
    Our long-term financial services regulation in the past was to promote the liberalization and internationalization, but also to gradually heat up competitions in China''s financial markets. Because of excessive competition, limited market, and fierce price competitions, banks adopted divergent strategies and led to poor profitability, asset quality deterioration. After the Asian financial turmoil of 1998, countries are actively promoting the reform and consolidation of financial institutions, in response to fierce market competition. It has become a global trend of large-scale mega-banking, and banks expanded their business and enhanced competitiveness abilities. High level of competition is emphasized, interdependent, interactive effects of oligopoly market structure, such as the current structure of the domestic banking industry.
    The Taiwan Cooperative Bank, an example of state-owned commerce banks, is to pursuit higher business profits for shareholders as the mandate, but also to bear policy tasks of governemnt. Competition in the domestic banking sector at present levels and a high degree of interdependence of oligopolistic markets, such as the domestic banking and financial institutions, management and development strategy has a considerable degree of interaction. Therefore, this study, in game theory, from its participation in those games is quite applicable. The strategy chosen by the interdependence of the characteristics of interaction of the game theory is useful to explore and to review the Taiwan Cooperative Bank of competition, and the management and development strategies.
    The analysis tool of PARTS based on strategic thinking is employed to examine the Taiwan Cooperative Bank, to fully understand its competitors in features and benefits, and to develop unique and dynamic competitive advantages. Based on the applications of game theory, we suggest that banks should carefully review their unique business resources, and explore all complementary strategic alliances with financial institutions of all participants. That is, banks shall think about how to properly arrange their co-opetition strategies, rather than just thinking of their innovative strategies and their competitiveness.
