本論文係以美國學者約瑟夫.奈伊(Joseph S. Nye)著作《柔性實力 (Soft Power) 》為主軸,柔性實力並非以往剛性實力對其他國家具有破壞性,以文化為橋樑可促進國際合作,尤其透過文化外交與教育政策之任務使德國豐富的文化內涵得以展現。
本研究發現,透過柔性實力來強化德國本身的多元文化內涵並對外宣傳,有助提升德國正面國際形象,透過德語的推廣、觀光的行銷與音樂在文化創意產業中的新價值,進而維繫對外良好國際關係與世界和平,以期成為一個優秀的文化國家。 Nowadays, Germany is known for business and technology in the world. Although it was forbid to develop nuclear weapons according to the regulations of the United Nations after World War II and its military power cannot be compared with United States, the government still puts much attention on cultural cooperation in foreign relations with German language, music and tourism assets.
The essential of this thesis is based on the book "soft power" by American scholar Joseph S. Nye. Soft power is contrary to hard power which is mainly used for military power. Through the foreign cultural and educational policy, Cultural diversity can be as a bridge between cultural heritage and the culture of the future.
The studies found that soft power plays an important role in Germany cultural diplomacy and it is the best strategy for world peace and nation brand. Germany begins to have a good prestige after World War II. With great success in economic and cultural promotion, Germany is expected to be an excellent cultural nation in the world.
