本論文主要探討胡錦濤時期之對台政策，以2002年11月中共召開「十六大」，胡錦濤接任中共中央總書記為起點，橫跨中共「十七大」，至2009年底為止，從政治、經濟、外交層面之兩岸關係議題做整理剖析，並以軟硬「兩手策略」來檢示胡錦濤在中共「十六大」及「十七大」時期的對台政策，進而了解胡錦濤對台政策思維演變的方向及中共對台工作的未來走向。 本論文主要關切的議題在於，胡錦濤之對台政策在中共「十六大」與「十七大」時期產生了什麼樣的變化？兩岸關係熱絡交流後對胡錦濤之對台政策帶來何種影響？胡錦濤在「經美制台」策略上將對我方造成多大衝擊？本論文認為自2002年胡錦濤逐步接掌總書記、國家主席、中央軍委主席以來，北京對台政策並隨著胡在中共內部的權力地位而改變，其中也受到台灣的兩岸政策及美國的台海政策之因素影響。 是以，本論文將依循歷史脈絡來形塑胡錦濤在對台政策上之重要因素，比較胡錦濤「十六大」及「十七大」時期對台政策之續與變，並分析胡錦濤時期的政治、經濟與外交等層面之對台政策，評估未來胡錦濤對台政策的成效、挑戰及其對台灣的影響，最後提出台灣在美中台國際格局發展下的因應之道。 The purpose of this thesis is discussed the China''s policy toward Taiwan under Hu Jintao administration.Beginning from Hu took over the chief secretary of CCP in the 16th Communist Party Congress in November,2002 to the 17th Congress in 2009.This paper will mainly analyze the cross-strait issues from the aspects of politics,economics, diplomacy,and China''s policies toward Taiwan which was during Hu administration with two-faced strategy.And then the further understanding the development of the evolution of Hu Jintao''s policy toward Taiwan and his next steps.
The thesis focus on following questions: What was the Hu''s Taiwan policy changed from the 16th Congress to the 17th Congress ? How did these changes affect Hu''s Taiwan policy ? What will be changed between two sides after high frequently interaction ? How much impact on Taiwan under“Containing Taipei through Washington”? The study found that Since 2002,Hu Jintao who has gradually taken over the seat of the General Secretary,State President and CMC influenced Beijing''s Taiwan policy and these changes have also influenced by Taiwan''s cross-strait policy and the U.S.''s the Taiwan Strait policy.
This thesis will study the several important factors of Hu''s Taiwan policy with historical approach.There may get some differences in comparison of the Congress of 16th and 17th.In conclusion,we hoped that we will access how Taiwan deal with the U.S.-Taiwan-China trilateral relationship in the future by analyzing the effectiveness of Hu''s policy and impact toward Taiwan.
