摘要:	「國家戰略與政策」研究為冷戰時期以來，各國最為關切的課題之一，尤在科技、軍事武器裝備快速研發及運用的現代，攸關人類生存的「安全議題」挑戰亦日益嚴峻，且日趨複雜，同時也影響國際關係之現實主義學派與自由主義學派對於國家安全戰略的設計、規劃。在從建構主義的無政府文化與身份、認同、國家利益等的角度思考國家安全戰略及政策，將呈現不同的思考模式及研究途徑。本文嘗試透過國際關係建構主義探究馬英九政府基於與北京達成「九二共識」的認知與前提下，促使兩岸進入協商、互動時代。藉由建構主義之達成必要條件的「自我約束」，與充分條件之「共同命運」、「同質性」與「相互依存」配合下，建構兩岸的「集體身份」關係，呈現臺灣的客觀國家安全利益，同時再透過馬英九總統決策者的主觀利益，進而產生對外的國家安全戰略與政策，及對外作為。運用此論點分析，一方面檢視國家安全戰略思維架構；一方面觀察影響臺灣國家安全戰略與政策的相關因素；同時探究馬英九政府的國家安全戰略與政策，以提供政策制訂參考。 National strategy and policy study has become a concerned issue all over the world during the Cold War, especially in technology, the rapid research and development of military weapons and equipments. It has had a relevant challenge for the security issues of the human being’s survival. It’s getting severe and complicated. At the same time. It also affects realism and liberalism of international relations on the design and plan of national security strategy. Think about national security and policy under constructivism in the anarchic culture, such as identity, national interests and so on. It will provide different ways of thinking. Through constructivism in national relations, it tries to confer that Ma Ying Jeou government build 1992 Consensus with Beijing. Under the cognition and premise, it accelerates Cross-Strait consultations and interaction. Therefore, by the coordination of the necessary condition of self-restriction and the sufficient condition of Common Heritage, Homogeneity and Interdependence, it constructs the relationship of collective identity and presents objective national security interests in Taiwan. However, it produces an exterior national security strategy and policy and exterior deeds through President Ma, a policy-maker’s subjective interests. According to this point, it analyzes that not only survey the thought construction of national security strategy, but also observe the related influence of the national security strategy of Taiwan. When it goes into the national security strategy and policy of Ma Ying Jeou government, it can be a reference to offer the policy at the same time.
