    Abstract: 1989年蘇聯及東歐共產國家瓦解,當時全球正討論著共產主義將走入歷史灰燼中,而中共仍能於20年後達到經濟快速發展及保持共黨統治之政治體制,這份成就不得不令人刮目相看。鄧小平的改革開放已經將中國大陸從落後、毫無效率的計畫經濟,轉變成主要由市場所引導的經濟榮景,並且逐漸與全球化的世界結為一體。

    中共建政初期解放軍海軍主要作戰任務為配合地面部隊,鞏固陸地防禦,至1990 年代開始,解放軍以維繫捍衛領土主權及資源,作為共軍國防支出必須大幅成長及現代化的理由。至今隨著中共經濟實力、國際政治逐漸受到重視,種種跡象顯示,中共已開始在領土主權議題外,尋找全球部署發展之理由,過去中共除了彈道飛彈外,事實上並未擁有兵力投射的能力,中共近年沛然遽增的全球利益,並期望能在國際間扮演「大國」之角色,擁有相對應的軍事力量則更顯重要,故近年來受惠於經濟發展,帶來了較充裕之資金進行軍備的更新,其中明顯看出解放軍海、空軍成為軍事現代化的最大受益者。

    目前對於中共海軍的研究多半重於裝備與科技更新探討,對解放軍海現代化限制因素之分析則較為零散,故本文由中共海軍現代化之意圖、所欲獲得之能力及目前現代化之現況,以瞭解其目前限制所在。
    When USSR and Eastern European communist countries disintegrated from year 1989, the whole world started talking about that Communism would walk into the historical ashes; however twenty years later, the Communist Party of China (CPC) could accomplish both rapid economic development and party governance political system maintenance, these attainments makes people cannot help but to face Chinese Communist Party with increased respect. Deng Xiaoping’s reform and open policy has already changed Chinese Mainland from a backward, isolated, and inefficient Planned Economy System into a blooming scene of mainly market guidance on economic vigorous growth, furthermore it is going to merge into an organic whole with the globalized world in harmony.

    The principal task of operation for Navy of People''s Liberation Army (PLA) in the initial stage was to cooperate with land troops and to consolidate territory defense when CPC established its government, up to the 1990s PLA claimed that the PLA defense budget should have significantly large expansion and should get modernized to retain territorial sovereignty and resources. Nowadays CPC gain increasingly attention on its economic potentiality and international politics, various kinds of signs show that CPC start to search for reasons to develop global military deployment on the basis of territorial sovereignty subject; for the past, CPC did not contain the ability to radiate its military strength except for ballistic missiles, in recent years, CPC gains abundant growing global benefits and tends to look forward to play the role of “leading powers” in the international society, therefore it is more important to hold relatively more military forces, so the recent economic growth brings well-off capital to upgrade the armament, inside it, we obviously distinguish that the Navy and Air Force are the ones who receive the biggest benefit.

    Presently researches mainly give emphases to the innovation of both equipment and technology of the PLA Navy; on the contrary, the analyses on the reasons of limitations of the modernization of PLA Navy are fragmentary, this article aims to the intention of modernization, the abilities the PLA Navy intent to attain, and the present situation for the modernization in order to comprehend where its present limitations are.
