    Abstract: 中華民國國軍在國民黨五十年的威權統治下，國軍如黨軍，始終無法保持憲法所規定的政治中立。2002年實施的國防二法，正是為了實現軍隊國家化、終結與避免政治勢力進入軍隊的情況發生。然而在兩法施行後，國軍依然出現了許多有關奉承上級與軍紀醜聞，是否代表著國防二法仍有不足，或是軍隊國家化相關政策的缺失，正是本文探討的目標。
    This paper will base on the theory of the civil-military relations in U.S., to analysis the news about the military professionalism in R.O.C., Attempts to explore the military professionalism of the current situation in Taiwan.
