Abstract:	中國大陸自從改革開放以來，經濟快速增長，對於能源的需求亦隨之增加。近幾年來，中國逐漸從自給自足的能源體系，轉向為仰賴能源進口的國家。與此同時，世界能源日漸稀少，加上資源本身分佈極不均勻。種種情況使得中國在能源上面臨的窘況更為明顯。能源成為制約中國經濟發展重要因素。此外，近年來由於氣候變遷等議題備受關注，使得節能減碳、清潔能源等議題重要性與日俱增。2007年起成為世界第一排碳大國的中國，如何在發展的同時，兼顧環境的保護，成為中國需要面對的重要課題之一。為了滿足快速增加的能源需求、經濟增長以及環境保護，中國的能源發展勢必需要轉型。本研究以中國政府為研究主體，透過數據資料的分析、法律規章的歸納比較，以及國內外媒體與學界的評論，來探討目前中國於綠色能源的現況以及發展前景。研究發現，中國政府自從進入二十一世紀後，大力發展綠色能源。不但開拓了綠色能源於政治、經濟、社會等各個領域的發展，更推動能源上的國際合作。中國的種種舉動，或許已使全球能源結構，產生了變化。對於中國而言，由國家帶領發展能源產業，具有實質上與象徵性的雙重意涵。在實際層面上來講，具有希望藉此達到維護能源安全、促進經濟增長的目的。而論及象徵層面，中國政府期許能藉由國家的領導，維持國內政局的穩定，並且邁向其所規劃好的美好將來。 Since the economic reform of China, the economic groth has been booming and the demand in energy also has been increasing day by day. During the past few years, China has transformed from a self-sufficient energy system to a country depending on energy import. At the same time, the storage of energy in the world is decreasing. China is facing a difficult situation in energy use. It is a very important reason in restricting China''s development. As the concern of environmental issue increases, the subject of the energy saving, carbon emission reduction, and clean energy become more and more important. China has been the No. 1 of the world in carbon emissions since 2007. In this situation, how to increase the economy and protect the environment at the same time has become a very important issue for China. The development of energy in China has to encounter a transformation. The China government is the key actor of this study. The aim of the study is to look into the now and the future of green energy in China, by analyzing the data, comparing the law, the treaty, and the order. The finding demostrates that China bend itself on the development of green energy. It not only opens up a bright way to China''s politics, economy, and social development, but also influences the energy cooperation of the world. China may re-organize further the global energy structure. To the Government,leading the energy development has double meaning, a realistic one and a symbolic one. To the former, developing green energy may protect the safety of energy and increase the range of economy. To the latter, the Government wishes that they can maintain the political power stably and reach the wonderful goal they plan out.
