由冷戰迄今，美國海軍藉由正確的海洋戰略，始終能維持其軍力超強地位，為了保障美國海軍在西太平洋的優勢地位持續，如何強化島鏈國家友好關係、落實麻六甲困境及調整西太平洋軍力部署為本論文論述主軸。 Over the past decade,China has made great progress in its pursuit of modernization and professional military power.The PLA has made modest im- provements in the transparency of China’s military and security affairs. However,many uncertainties remain regarding how China will use its expanding military capabilities.The limited transparency in China’s military and security affairs enhances uncertainty and increases the potential for mis- understanding and miscalculation not only in west Pacific area but also in East Asia.
With comprehensive state power rising,China knows that to be a great nation,have to control the ocean. To be control the ocean,China must have an adaptive maritime strategy and also to have a strong and reliable navy power.
The United States, a traditional super power nation, always alter maritime strategy to follow latest international and domestic situation in order to maintain military power advantages not only in the west Pacific but also in globe region.To face the challenge from China’s military power rising,in the political trend,the U.S.will engage by both competition and cooperation and in the military trend,the U.S.navy will strengthen relation ties with countries along 1st island chain,redeployment military power in the west pacific area and to enhance the “Malacca dilemma” gradually.
Republic of China holds a important strategic geographical position in the west Pacific area.Through analysis international situation accuracy, Taiwan could attain interests and avoid risks.How to maintain Taiwan’s strategic values,protect territory sovereignty and to develop a new century navy power generates a key issue in the near future.
