    Title: 我國高等教育評鑑制度之研究

    Abstract:   本研究主要透過文件分析法及訪談法蒐集高等教育評鑑相關資料,以瞭解與分析我國高等教育評鑑制度,並側重於一般大學校院及技職大學校院系所評鑑制度之探討。主要之研究目的有六:
    一、瞭解我國高等教育發展沿革與其現況。
    二、探討我國高等教育評鑑制度建構之發展沿革與執行之法源依據。
    三、檢視我國高等教育不同類型評鑑制度實施方式與執行情形。
    四、比較我國一般大學校院及技職大學校院系所評鑑制度之內涵與現況。
    五、分析我國一般大學校院及技職大學校院系所評鑑制度面臨之問題。
    六、根據研究結果提出建議,以作為我國未來相關政策改革及研究之參考。

      根據探討與分析之結果,本研究之主要結論如下:
    一、高等教育機構數與學生數的快速擴充,使我國高等教育模式由菁英型邁入普及型。
    二、高等教育體系採取一般大學校院及技職大專校院分流之「雙軌制」,致使教育主管機關及其所推動之相關政策有所差異。
    三、政府在高等教育評鑑機制之執行上,已由「主導者」逐漸轉為「監督者」角色,惟對技職體系評鑑機制仍握有相當之主導權。
    四、高等教育評鑑機制之辦理類別、專責機構及法源依據,朝向多元化與專業化方向發展。
    五、高等教育評鑑機制之實施過程,均包含受評學校自我評鑑及專家學者實地訪評。
    六、高等教育評鑑工作之執行結果,依不同類別機制而有不同之呈現方式及結果應用。
    七、一般大學校院與技職大學校院系所評鑑之制度設計,在主管機關、承辦單位、法源依據及機制內涵皆有所差異。
    八、受訪者對一般大學校院與技職大學校院系所評鑑之看法,在評鑑制度、過程、委員、結果及授權自評等五方面有共同之看法。
    九、受訪者對一般大學校院與技職大學校院系所評鑑之看法,在評鑑制度、項目、方式、委員、結果及影響等六方面有不同之看法。
    This study, by adopting the methods of document analysis and field interview, aims to analyze the higher education evaluation system in Taiwan from a macro perspective, and then to compare the program evaluation systems between the universities in the general education sector and the universities in the technological sector.
    The main conclusions of this study can be summarized as follows:
    1.Higher education in Taiwan have moved from the old ‘elite’ pattern to an ‘universal’ pattern.
    2.The ‘binary’ system of higher education has resulted in the differences in their educational administration, as well as evaluation system.
    3.The role of the government has changed from an ‘initiator’ to a ‘supervisor’ , but the government still having direct influence over the universities, through the control over the number of intakes, and the allocation of funding.
    4.The higher education evaluation system in Taiwan on the whole has been moving towards more diversified and specialized.
    5.The implementation process of higher education evaluation systems in both sectors cover a self-evaluation and site visit by peer experts.
    6.The presentation of results of higher education evaluation system varies with the types of evaluation of the two sectors.
    7.The higher education evaluation systems for ‘general’ universities and ‘technological’ universities are different in terms of their superior authority, agency, legal basis, and system content.
    8.There are similarities and differences in the opinions of the interviewees towards the systems, project, methods and results, etc. in the evaluation of the two sectors.
