為因應日趨嚴格的環境品質要求與快速成長的污水量,主管單位有必要對現有之污水處理廠做一全面性、整體性的評估以做為有效提昇處理能量之依據。本研究參考整體成效評估程序( Comprehensive Performance Evaluation )之評分系統與限制因素以dBASE ][ PLUS 語言發展出一功能表畫面驅動式的(Menu Driven) 評估程式(Comprehensive Performance Evaluation System, CPES) ,針對影響處理廠處理能量的參數及配備, CPES 可將評估者所輸入的水質、水量與設備現況加以計算與評分, 並提供有關管理、設計、操作與維護等方面之缺失以供評估者確認主要之成效限制因素。另外, CPES 可於執行中記下有關之缺失與建議事項,除了方便以後的查詢之外,將來也可整合各廠之問題並累積各廠之經驗而擴充為一資料庫系統,以做為處理廠平時之管理、操作與維護之借鏡,或新廠規劃設計之參考。 The amount of wastewater has been increased rapidly in the past few years because of the economic growth of Taiwan . In order to meet a higher effluent standard and to treat more wastewater influent, it is required to perform a detailed study for each wastewater treatment plant to improve the plant's overall treatment performance. In this study, the Comprehensive Performance Evaluation (CPE ) process , developed by the U. S. EPA, was used to develop a menu driven data base program. The Comprehensive Perfromance Evaluation System (CPES) is developed to evaluate the performance of a wastewater treatment plant and to identify the limiting factors of the plant . After the limiting factors of design, management, operation and maintenance are identi f ied, a plan of correcti on can be made . Since the CPES program i s a dat a base program, the result of each plant or each run can be stored in a data base file which can be used as a reference for the eval uati on of other treatment plants.
