This study emphasizes the important role and functions of the Interlibrary Loan Service Center, in terms of its contribution to the effectiveness of the interlibrary lending service. The different models of national lending systems in the UK, the FRG, Denmark, the Netherlands, and the USA are examined in order to see whether interlibrary loan service centers are the major components. Problems of interlibrary loan service in the Republic of China could be solved through establishing status for interlibrary loan service centers. Service fees or government appropriations supporting the special functions of the interlibrary loan service center should be considered. A nationwide collection development plan incorporated with the system of interlibrary loan service centers is highly recommended. Strategies of achieving this plan are suggested.
