    Abstract: 恐怖主義，於九一一恐怖事件之後，成為各界熱烈討論的話題。本文也順勢探討恐怖主義的定義，它具有什麼特徵？恐怖暴力是否為一理性行為？以及何以會發生恐怖主義？同時也探討在反恐怖主義或國家恐怖主義的過程中可能會遭遇到什麼樣的難題？最後探視恐怖暴力有否終止的可能。本文將恐怖主義與反恐怖主義並陳討論，旨在讓我們對此正反兩面有更深層的認知與瞭解而免於偏頗。
