Abstract: | 2012的電影中預演了世界受到大水迫害的情形,八八水災對於台灣南部造成重大的傷害。人們對於水災救難的關注比起以往熱衷了許多,但是除了水災對人類生命安全所造成的重大傷害外,似乎有更多遺漏的細節值得我們注意。因此,本研究希望運用建築設計的專業,以更多元的角度去面對救難的問題,重新檢視救難與建築之間的關係,用簡單可取得的材料,設計緊急快速的建構方式,組構更多空間的可能性,以建築設計的手法幫助水災中與水災後對的民眾。
在探討水災造成的問題時,本研究希望以較平實的態度去面對。首先,以緊急救難包為對象做細部的設計探討,依不同的使用需求、時間和地點,設計不同類型的緊急救難包,以符合各種情況下的救難需求。第一個系列的設計為全國救難系統的發展,是由上而下的思考如何增進救難效率,區分各個救援體系所需要進行的工作項目,以時間軸做為設計規畫的區分,災難發生後12小時、24小時、48小時、72小時皆有不同的救援需求,以不同的設計物件確保救援工作的準確性。第二個系列的設計著重在林邊鄉救難系統的設計-重點則放在自我救援上。換句話說,水災是一種大範圍的災害,每個地方的災情狀況都不容易掌握,在救難人員尚未抵達的時間內,災民如何能保存更多的個人資產;或是具有特殊能力的民眾,能挺身而出幫助其他災民解決受到的生命威脅。以林邊為基地,實地察訪林邊鄉的地景特色,從鄉民的訪談中了解水災來臨時,可能發生的問題,提出設計的解決之道。
在設計操作之後,不管是由上而下的全國救難系統或是由下而上的林邊鄉救難系統,目的都是為了彌補目前救難過程的缺失。以建築的角度切入,林邊鄉救難系統存在更多可以發揮設計的可能性,本論文針對救難提供了多種設計可能的發展,再加上對材料的極限與構造的細部的修正,希望能產生更符合災區的救難建築形式。 The movie “2012” has rehearsed the situation of the world under the flood disaster while the August 8 Flood caused significant damage and casualties in southern Taiwan. People in Taiwan seems to pay more attention than before on the flood rescue. However, in addition to the significant casualty of human life caused by the flood, there are more missing details that we should pay attention to. It is the hope of this study that we could use the expertise’s of architecture design in facing the rescue problem by reviewing the relationship between rescue and architecture, using easily available materials to design emergent and rapid construction method, construct the possibility of more space and help the people in and after flood disaster through the means of architecture design.
In exploring the problems caused by the flood, the study hopes to face them with pragmatic approach. Firstly, it explored the detailed design with the emergency rescue package as subject in which it designed different type of emergency rescue package according to different demands, time and locations to meet the rescue demands from various situations. The first series of design is for the development of national rescue system that the author gave bottom-up thinking on how to promote efficiency of rescue works. The study divided the works needed for each rescue system with the timelines for the design and planning. There are different rescue demands in 12 hours, 24 hours, 48 hours, and 72 hours after the disaster, so the study designed different objects for ensuring the precision of rescue works. The second series emphasized on the design of rescue system in Lin-Bian Township in which the key point was self-rescue. In other words, the flood disaster is a large-scale disaster that it is not easy for anyone to control the disaster situation in each place. Before the arrival of rescue groups, the affected people should know how to protect their own life and their individual assets or the people who have special capabilities should stand up to help other people in fusing the threats to their life. Based on Lin-Bian Township, the author had field trips in Lin-Bian to observe the characteristics of it geographical landscape, understand the possible problems caused by the floods in the interviews with the local people and present the solutions in design. After the design operation, the purpose of both top-down national rescue system and bottom-up Lin-Bian Township rescue system focus on making up the defects and weakness. Cutting from the angle of architecture, there are many possibilities for bring the design to full play in the Lin –Bian rescue system. This study provides multi-designs for possible developments and gives detailed descriptions for the extremities and structure of materials. It is hoped that the study could bring the birth of new forms of building for meeting the demands from the rescue works in future affected areas. |
