    Abstract: 面對資訊傳播快速的知識經濟時代,民眾對政府服務的效能要求愈來愈嚴苛,「績效提升」遂成為政府再造運動的核心,亦是推動「企業型政府」的重要方式之一。台北縣政府引進平衡計分卡做為績效管理工具,來協助解決績效管理所面臨之風險及問題,本研究目的為探討公務機關已建立之關鍵績效指標。
    經以t檢定及單因子變異數分析結果,發現行政效能與業務成果層面會因不同性別、年齡、服務年資、目前職等、目前職系、目前單位存有差異;行政效率層面會因不同性別、年齡、教育程度、目前職務、目前職系、目前單位存有差異;財務管理層面會因不同年齡、教育程度、目前職務、目前職系、目前單位存有差異;組織學習層面會因不同性別、年齡、教育程度、服務年資、目前職務、目前職系、目前單位存有差異。
    本研究建議如下:(一)政府單位應向企業仿效學習;(二)績效指標訂定後,應予以確實執行並落實在日常工作管理上;(三)加強注入全面品質管理精神;(四)服務與作業流程與達到簡化;(五)員工訓練應善加利用在地資源;(六)各項計畫亦須詳列具體量化與質化目標;(七)灌輸各單位傾聽民意的重要性;(八)政機關應該充分了解內部單位的功能。
    Facing the information fast era of knowledge economy people of the potency request which serves to the government is getting more and more strict. Taipei County Government took “Balanced Scorecard” as a strategic management tool. In addition, these efforts can also generate benefits in building vision and mission for long-term development.
    This research used t-test and ANOVA to identifies the factors impacting the effectiveness of Balance Scorecard including: administrative potency and operating result, Administrative efficiency factors, Financial control factors, and organization learning actors. Through the results of t-test and single-factor variant analysis, we found that the four factors differs greatly different in Taipei County Government.
    This research provides suggestions as the following: (1) Taipei County Government should learn and simitate to enterprise. (2) After the achievements target schedules, should give to carry out truly and to carry out in the routine work management. (3) Strengthens pours into the total quality mamagement spirit. (4) The service and the work flow with achieves the simplification. (5). The staff trains should add the use friendly in the local resources. (6). Each plan must list in detail the concrete quantification and the electron particle materialization goal. (7) Instills into various units to listen attentively to the public opinion the importance. (8). Taipei County Government should understand the internal unit''s function fully.
