    Abstract: 本研究主要是探討「臺北捷運內湖線」決策與政策利害關係人間認知衝突與整合,冀望能以研究案例,分析及提出建議,以作為爾後興建捷運系統之決策參考,本研究的主要問題:1、捷運內湖線興建公共政策過程中,政策衝突主要因素為何?2、相關政策利害關係人建議對於捷運內湖線政策影響為何?是否達到政策溝通與整合的目的。
    理論部分先介紹衝突的意義、公共衝突的特性、類型及衝突管理,結合政策利害關係人理論,藉由衝突理論中對於公共政策過程影響因素之探討,及分析公共政策過程中所存在的各種衝突,據以發掘對於捷運內湖線過程中的衝突因素為何。及探究捷運內湖線興建的政策過程中,政策利害關係人對政策的衝突與整合是否產生關聯性及影響。
    本文採用質性研究途徑,透過文獻分析法、個案研究法、深度訪談法方式研究個案,依據訪談分析所得的各種相關影響因素,建構捷運內湖線興建政策的衝突模式,並歸納出捷運內湖線興建過程中所產生的正負面影響,做為爾後制定公共政策時各種問題之相關建議。
    本研究分析發現:衝突點在政治與專業衝突及政策利害關係人衝突,而主要衝突的因素可分為:對木柵線的不信任、對都市景觀及噪音影響、對電聯車的感覺、路線規劃上、選舉議題上、經費來源上。整合因子為:經費的問題、時間的因素、信心的問題、民眾的支持、整合與妥協,然衝突管理步驟與整合過程個案重點並不一致,必須要回饋公共衝突的特性再套用過往經驗採取適當之衝突管理步驟以解決衝突。最後為期公共政策過程中避免因政治力介入及政黨衝突,應減少政治干預、回歸專業規劃、避免專業傲慢、以民為先及擴大參與,以符合民眾期望並避免政策衝突。
    The purpose of this study is to investigate the cognitive conflicts and integration among the policy stakeholders over the decision-making for Taipei MRT Neihu Line. The author intends to provide a case study with analyses and suggestions for the construction of future MRT lines. There are two main issues: 1. What were the major factors causing the policy conflict during the public policy making for Neihu Line construction? 2. What were the impacts of the policy stakeholders’ proposals on the policy of MRT Neihu Line? Were the objective of communication and that of integration achieved?
    In the theoretical part, the author introduces the meaning of conflict, the characteristics and the types of public conflict, and conflict management. Combined with policy stakeholder theory, the author extracts the factors of conflict during the policy-making process for MRT Neihu Line, through the investigation on the determinants of public policy making in conflict theory and the analyses of various types of conflict during the public policy making process. The author also explores the correlation the interaction between the stakeholders and the policy conflict/integration during the policy-making process for MRT Neihu Line.
    Qualitative research approach is adopted. Through documentary analysis, case study and in-depth interview, this article analyzes the relevant determinants based on the interviews, and then constructs the conflict model for the policy of MRT Neihu Line construction. Moreover, it induces the positive and negative effects during MRT Neihu Line construction and makes proposals for future public policy-making issues.
    The findings of this study are as follows: the conflicts arise between politics and expertise as well as among policy stakeholders. The major causes of conflict are the distrust of Muzha Line, the influences on urban landscape and noise, the perception of Electrical Multiple Units, the scheme of routes, the election issues and the financial resources. The integration factors are funding, time, confidence, public support, integration and compromise. Nonetheless the procedures of conflict management and the process of integration have discrepant emphases. Hence it is necessary to review the characteristics of public conflict and then take appropriate conflict management measures to resolve the conflict based on past experiences. Finally, to avert the political intervention and conflict, during public policy-making process, we should lessen political interference, show our respect for expertise, avoid professional pride, put citizens first and promote citizens’ participation, so as to fulfill citizens’ expectations and prevent policy conflict.
