    Abstract: 本研究係以完全中學軍訓教育產業的發展現況,探討現階段軍訓教育應如何因應環境的變化,以發展其競爭策略。本研究採用Lin and Pao(2004)提出的策略管理架構,透過個案C中學的使命陳述,進行其內部環境、產業環境及外部環境的評估,以7S模式、五力模型及PESTEL等三大構面,建立本研究分析架構,歸納出C中學競爭策略形成之重要相關因素及延伸其特定軍訓教育策略之形成。本研究採取探索性的個案研究法,透過國內相關文獻、初級資料及次級資料的蒐集,經由本研究的探討,歸納結論如下:
    一、台灣軍訓教育產業始自民國紀元起,軍訓教育的角色與任務隨著國家環境各階段任務不同的需要而不斷的進行調整,目前軍訓教育配合社會趨勢必須調整其工作職能以符合市場機制,是故軍訓教育由原本制式的軍事訓練、觀念轉變成強化學生生活輔導及維護校園安全環境為未來的發展重點。
    二、由於完全中學校數增加及少子化的趨勢之下,軍訓教育角色如何調整其工作重點,為其產業尋求新的契機。因此C中學內部環境中的校園安全、教學課程及生活輔導技能等將為重要的競爭利基點。
    三、本研究在個案C中學之使命陳述之下,透過其內部及外部環境分析,歸納出其特定競爭策略為「軍訓教育優質輔導」,以利「全人教育優質教學」策略之達成,營造「三安校園環境」、「提升素質特色發展」、「節約成本優質教學」策略,以達C中學「社區優質化完全中學」之使命目標。
    This study focuses on how the current military training education develops competitive strategies when adapting to the changing environment based on the current development of military training education in complete high schools. This study adopts strategic management framework proposed by Lin and Pao (2004) as study foundation to evaluate the internal environment, property environment, and external environment through the mission statement of High School C. It also adopts the 7S model, 5F model as well as PESTEL three dimensions as the analysis framework, summarizes the important relative factors of competitive strategies for High School C, and develops specific strategies of military training education. This study utilizes exploratory case study method using domestic and foreign literatures as well as primary and secondary data. The findings are summarized below:
    1. Military training education in Taiwan started from year 1911. The role and mission of military training instructors have been adjusted to the needs of the mission in different stages of the nation. Hence, the mission of military training education has to be modified in accordance with the current situation in the society. The focus of military training education has been changed from formal military training drills and military concept instruction to strengthening the function of students counseling and providing a safe environment in campus.
    2.Due to the increasing number of complete high schools but the decreasing number of students, the role and mission of military education has to be adjusted to seek a new turning point. Hence, the safety of the environment, the teaching curriculum, and the skills of counseling in High School C will be the important competitive points.
    3.According to the mission statement of High School C, and the analysis of the internal and external environment, this study summarized “the high quality counseling of military training education” to enhance “the whole person high quality teaching” and build strategies: “the safe environment of the three schools,” “the promotion of school specialty development,” and “cost saving high quality teaching” to achieve the goal of “the high quality of community complete high school” in High School C.
