    Title: 外商環境服務業在長江三角洲之發展問題研究

    Abstract: 本文以中國大陸外商環境服務業為研究對象,並且長江三角洲地區為範圍。首先將以國際間對環境服務業的定義加以探討,並進而了解該產業在WTO 的架構下的發展,尤其是先進國家對環境服務業所做的承諾。在獲得初步認識後,可深入了解中國大陸的環境保護產業與先進國家間的差異。本文將聚焦在大陸環境服務產業的開放政策以及相關獎勵措施。最後將針對外商環境服務業在長江三角洲發展所面臨的優勢與劣勢加以探討,提出對外商業者在長江三角洲地區發展的建議。
    本論文研究之議題如下:
    第一、 國際間對於環境服務貿易的規範。
    第二、 中國大陸在環境服務貿易上與國際規範接軌現況。
    第三、 環境服務業於長江三角洲地區之發展現況與問題。
    第四、 外商環境服務業在長江三角區之發展所應面臨的問題。
    第五、 對於外商環境服務業如何利用長江三角洲地區,將提供分析與建議。
    研究結果顯示:
    一、中國大陸整體對於外商環境服務業的輸入並沒有明顯的障礙,並且由於環保問題迫切,仍極需新的技術提供者進入該市場。
    二、長江三角洲具有同水文的環境特性,在全中國大陸環保整治的分類上,屬於高污染高排污效率的地區。
    三、外商環境服務業應利用長江三角洲地區外商企業密集、地方政府較重視環保的特性加以發展,建構產業鏈,作為深入中國華中地區的基地。
    四、中國大陸環保及相關法律仍不夠完備,尋找合作夥伴仍須謹慎,尤其對於專案合同的簽屬的細節要格外注意。
    五、依據產業規模與技術的特性、業者應對中國地方政府的專案與一般民間企業環保升級的以不同的經營策略去開發,以獲取最佳之發展。
    In this paper, foreign environmental services serve as the research object and the Yangtze River Delta region as the scope. First of all, will explore how does the international community define the environmental services, and thus will understand its development under the framework of WTO. Particularly, will explore how developed countries are committed to WTO in the terms of environmental services so as to understand the difference between China’s norms and the developed countries’.
    This article will focus on mainland China''s open door policy, and related incentives on the environmental services industry. Finally, will provide analysis and
    recommendations to the foreign services providers in the region.

    The study subjects are as follows:
    First, do the research on the international norms for trade in environmental services.Second, do the research on the current situation of the mainland’s trade in environmental services into line with international norms.Third, do the research on the current situation and development problems of the environmental services sector in the Yangtze River Delta region.Fourth, do the research on what the foreign environment services sector has to face for the market development of the Yangtze River Delta.Fifth, will provide analysis and recommendations on how the foreign environmental services sector can make use of the Yangtze River Delta region.

    The results showed that: First, the mainland, as a whole, has no obvious barriers for the importation of foreign environmental services. For consideration that the urgent
    environmental problems are still in dire need of new technology providers entering the market. Second, the Yangtze River Delta has the same hydro-environmental
    characteristics. This region is classified as high pollution making and high pollution remediation efficiency in all mainland China.Third, foreign environmental services providers should take advantage of the Yangtze River Delta’s intensive foreign enterprises; local governments are more emphasis on the development of environmentally friendly features. They should build the industry chain here as a deep base to the central China.Fourth, mainland China''s environmental protection and related laws are still
    inadequate. Foreign services provider should be still very cautious when looking for a partners. Especially they should pay particular attention to the details of signing a
    contract. Fifth, when facing the mainland’s environmental services market, the foreign services providers should make further segmentation according to industry scale and technology features .
