    Abstract: 根據資策會FIND/經濟部技術處「科技化服務價值鏈研究與推動計畫」的調查,截至2009年3月底為止,台灣經常上網人口為1057萬人,網際網路聯網應用普及率為46%,其中透過光纖上網則有125萬戶,過去所謂的數位互動電視或稱為網路電視也就是IPTV必須透過set-top box數位機上盒才能收看,但是,目前網路電視在頻寬及壓縮技術等改善後,在網站上播放影音即可方便收看,而且也可以作到與網友互動、協同製作等雙向溝通,透過具知名度之網路電視業者個別深度訪談模式,從法令及政治面、市場機會與需求面、競爭者分析面以及總體經濟面、經營策略面等五個層面,對網路電視成功關鍵作研究。
    According to the survey of “ Program of Service Ecosystem Research Value Engineering (SERVE) “ conducted by the Foreseeing Innovative New Digiservice (FIND)at the Institute for Information Industry(III) and the Department of Industrial Technology of the Ministry of Economical Affairs shows that in the third quarter of 2009, the population of regular internet users is 10.57 million and the penetration rates of internet usage in Taiwan is 46% , among them, 1.25 million households access internet by fiber-optic broadband. The so-called Digital Interactive TV or Internet Protocol TV needs rely on the set-top box. Since the improvements on bandwidth and compress, people can enjoy the TV program by internet and they also can intercommunicate, likes interactive and cooperation produce with other internet users. This thesis focus on the key successful factors of Internet Protocol TV and it was made by the depth interview with renowned IPTV operators by fours perspectives on laws, regulations, and politics, market opportunities, demand sides, and macroeconomics .
