Abstract:	高新技術產業於70代開始在中國大陸開始萌芽，為了實現現代化的社會，「科教興國」是必需要走的路。在1978年實行開放政策以來，所設立的各類型的經濟區域，包括「經濟特區」、「經濟技術開發區」，「高新技術產業開發區」、「保稅區」等，在不同階段執行階段性任務，成功地改善了中國大陸的經濟體質和人民的生活品質。保稅區為當時開放程度最高的經濟區域，提供優惠的政策與功能措施，吸引國外資金、技術、人才及管理制度，以發展高新技術產業為要務，在對外開放的過程中，扮演重要的角色。 The Hi-Tech Industry is in bud in China from 70 age, to carry out a society with modernization and strengthen the country, the only way is to develop Hi-Tech from education. Since 1978, China has executed the policy of opening up the economy, there were several types’ economical areas to be built from then, it includes “ Special Economic Zone “, “ Economic & Technological Development Zone “, “ Hi-Tech Industrial Zone “ and “ Bonded Area “, etc, they succeeded to improve the China economical structure and people’s life quality with different missions in different stages. The highest opening up grade’s area is Bonded Area, it provide the preferential policies and function to attract the capital , technologies, talent and management systems, the main purpose is to develop Hi-Tech Industries. Bonded Area is acting the important role in the process of China’s economical opening up to foreign.
