    Title: 國民中小學教科書審定後設評鑑標準之研究

    Abstract: 本研究旨在針對國民中小學教科書審定制,建立一套後設評鑑標準。本研究的目的: (1)探討教科書審定之後設評鑑標準層面;(2)建立各層面的教科書審定之後設評鑑標準;(3)歸納後設評鑑標準之建構結果,並針對國民中小學教科書審定提出建議;研究方法則採「德懷術」研究法。
    根據相關審定法規的文獻探討,研究者歸納出審定之四大層面及八項要素。而四大層面包括: (1)相關法規;(2)申請審定;(3)進行審定;(4)通知結果。八項要素係指:(1)利害關係人;(2)審查委員遴選機制;(3)法令規範;(4)備審文件;(5)審查時程;(6)審查結果;(7)對話機制;(8)修訂機制。並且參考《方案評鑑標準》擬出德懷術初稿。經過三回德懷術問卷往返,最後歸納出一套含二十項國民中小學教科書審定後設評鑑標準,提供給教科書審定相關部門參考之後設評鑑標準。
    The main purpose of the study is to build up a set of the meta-evaluation standards toward textbook screening of elementary and junior high school. The major purposes are as follows:1.To build up the meta-evaluation standards of textbook screening of elementary and junior high school;2. To set up the levels of toward textbook screening of elementary and junior high school;3.To conclude the results of the meta-evaluation standards oftextbook screening of elementary and junior high school and suggest towardtextbook
    screening of elementary and junior high school.

    The main research method of this study is adopting Delphi Method. To explore the literature of textbook screening policy,the researcher concludes four levels and
    eight main related elements. The four levels includes:1. the related law level; 2.the application of textbook screening level;3.the processing of textbook screening level;4.the notification of textbook screening outcome level.the eight main related elements are as follows:1.Stakeholder identification;2.the selecting system of screening committee members; 3.the related laws of;4.the necessary documents;the textbook screening
    process; 6.the textbook screeningoutcome;7.the communication system;8.the editing system.The researcher take “The Program Evaluation Standards”for reference and set up the first Delphi questionnaire. Through three Delphi questionnaires, it concludestwenty meta-evaluation standards.It is for textbook screening departments for their reference.
