    Abstract: 本研究旨在探討台北縣國民中學學校教師會運作對學校效能影響的現況及分析兩者間的關係,並依據研究結果提出建議,供學校行政人員、學校教師會及未來研究之參考。
    本研究透過文獻分析、問卷調查輔以實地訪談之方式,收集並分析資料,以達到研究之目的。所分析的文獻包含國內外學校教師會組織運作及探討學校效能相關文獻;問卷調查法主要以台北縣四十七所,有成立教師會的國民中學,以400位台北縣教師會會員為對象,以自編之調查問卷為研究工具,調查資料以算術平均數、標準差、t考驗、單因子變異數分析、多元逐步迴歸分析等統計方法處理;此外,以自編之訪談大綱實地訪談台北縣二位校長、三位教師會理事主席、二位教師會教師,並將訪談內容加以分析整理,補充於問卷資料之後。
    依據資料分析結果,本研究獲得結論如下:
    一、目前台北縣學校教師會運作情況尚稱良好,其中以「參與校務決定」層面最高,「提升專業能力及維護教師專業自主」層面最低。
    二、目前台北縣國民中學學校效能尚可,其中以「學校行政效能」表現最佳,「學生學習效能」的層面最低。
    三、不同背景變項之學校教師會運作部分有差異的情形。
    四、不同背景變項之學校效能部分有差異情形。
    五、學校教師會運作對學校效能影響的程度不一。
    根據研究結果,提出以下建議:
    一、對學校教師會運作的建議:
    (一)改進學校教師會在提升教師專業自主及研習的方向。
    (二)加強教師在維護學生受教權上的正確觀念。
    (三)訂定自律公約,鼓勵教師以加入教師會為榮的觀念。
    二、對學校效能的建議:
    (一)重視學生學習精神層面的教育。
    (二)擴大社區與家長參與學校事務,以提升社區認同與支持學校的效能。
    三、教師會運作對學校效能影響的建議:
    (一)積極參與校務運作,建立一個的良好溝通管道。
    (二)教師的專業自主及對學生受教權的重視是目前教育現場的首要課題。
    四、對未來研究之建議:
    (一)研究對象可再擴大。
    (二)可針對特定區域的學校教師會進行深入的研究。
    (三)研究主題可以擴大到其它層面。
    This study aims to examine the current state of school effectiveness and operations of the Taipei County junior school teacher associations and analyze the relationship between them. I''d like to make recommendations based on the results of the study for school Administrators, school teacher associations and future research.
    This study is conducted by literature analysis surveys supported by field and the literature contains organizational operations of domestic and international school teacher associations and research for the school effectiveness of related literature.
    The survey mainly includes 47 junior high schools in Taipei County which have established the school teacher associations and I take the self-made questionnaire as an import at means to collect information from 400 qualified members of the school teacher association.
    I deal with statistical survey with arithmetic mean standard deviation, t test, single-factor variance analysis, multivariate and regression analysis. In addition, I pay visits to two principals, three chairpersons of school teachers associations and two teachers. After that, I analyze all the contents which are added to the questionnaire.
    According to the results of the analysis of the data, I come to the conclusions from this research as follows:
    1. The Taipei County school teacher association can work smoothly. Among them participating in the school decision-making is on the highest level, but enhancing professional capacity and guarding of teachers'' professional autonomy are lowest.
    2. The former Taipei County Junior school effectiveness is acceptable. School administrative efficiency is the best but student learning effectiveness is the lowest.
    3. The different background variations of school teacher associations result in the different operations.
    4. The school effectiveness of different background variations is different.
    5. School teacher associations operation influences school effectiveness in different degrees.
    Based on the findings, I''d make the following suggestions:
    1. On school-teacher Association recommendations:
    (1) Try to Improved school teacher association and enhance teachers'' professional autonomy and study.
    (2) Strengthen the teachers'' proper perspective for students'' right of being taught at school.
    (3) Make self-regulation in the Convention, and encourage teachers to join the teacher association which they should be proud of.
    2. Recommendations on school effectiveness:
    (1) Learning spiritual education.
    (2) Expand the community and parental participation in school affairs to enhance community spirit and support for schools.
    3. The recommendations for the school teacher associations operations on school effectiveness:
    (1) Actively participate in the operation of the school affairs and establish good communication channels.
    (2) Teachers'' professional autonomy and the right to be educated for students are the present education priorities.
    4. Recommendations for future research:
    (1) The number of people who are studied can be further expanded.
    (2) In-depth studies can be conducted in specific areas of school teacher associations.
    (3) Research on the subject can be expanded to other levels.
