    摘要: 本研究以臺北縣三重區為範圍,探討臺北縣都會區國民小學課後照顧服務之才藝活動(簡稱「課後才藝班」)的實施情形,期能發現課後才藝班在實施過程中可能遭遇之困境,進而評析課後才藝班的實施成效,提供國民小學辦理課後才藝班之參考。本研究採問卷調查法並輔以訪談進行研究,主要工具為「國民小學課後才藝活動之實施與成效調查問卷」及「國民小學課後才藝班實施與成效研究訪談大綱」。問卷調查以三重區16所有開辦課後才藝班的學校相關人員為研究對象,其中教師問卷樣本共600人,包含一般教師、教師兼任行政人員和才藝班授課教師;從中選取一般教師、教師兼任行政人員和才藝班授課教師各2人作為訪談對象。在問卷調查方面,回收後以描述性統計分析、信度分析、因素分析、t 考驗、單因子變異數分析、Pearson積差相關等方法進行資料分析。,茲依分析結果歸納結論如下:
    一、三重區國小均自行辦理課後才藝班,提供多元才藝課程。
    二、三重區國小辦理課後才藝班的主要困境在於課程規劃及師資延聘。
    三、三重區國小教育人員對學校辦理課後才藝班困境的感受差異雖達顯著水準,但仍非強烈。
    四、三重區國小辦理課後才藝班有多方面之實施成效。
    五、三重區國小教育人員因學校變項不同對學校辦理課後才藝班之成效感受略有差異。
    六、三重區國小課後才藝班之實施困境與成效有顯著相關情形。
    根據上述研究結論,提出下列建議以供教育行政主管機關及國小行政人員參考:
    壹、對教育行政主管機關的建議
    一、訂定相關法令,讓課後才藝班在明確規範下順暢開辦運作。
    二、建立課後才藝班之評鑑制度,獎勵績優學校。
    三、設置人力資料庫平臺,提供學校課後才藝班的師資人才庫。
    四、建立合理收支對列制度,補助弱勢孩童參加課後才藝班之學費。
    貳、對國民小學行政人員的建議
    一、正視家長需求而提供多元的課後活動。
    二、獎勵參與課後才藝班之授課教師。
    三、結合教師專長開辦課後才藝班以發展校園特色。
    四、調查學生與家長需求,針對相關建議開辦課後才藝班之課程項目。
    五、結合鄰校資源實施策略聯盟。
    The purposes of this study were to investigate the status-quo of the after-school program for elementary schools in metropolitan area and to explore problems encountered by school educators implementing the program. Educators of elementary schools in the district of Sanchung City, Taipei County were selected as subjects for the survey. A questionnaire was made and administered to 600 educators of those elementary schools, as well as an interview was conducted for the data collection. Data of the questionnaires survey was analyzed by using descriptive statistics, t test, one-way ANOVA and Pearson’s product-moment correlation analysis.
    Based on findings of this study, conclusions were derived as follows:
    1.There was a diversity of the after-school program for elementary schools in Sanchung City.
    2.The main difficulties encountered by school educators were planning of curriculum and recruitment of qualified teachers.
    3.Teachers who had association with the after-school program had different but strong feeling over the difficulties they encountered.
    4.The after-school program implemented in Sanchung City had produced a great deal of positive effects.
    5.There was a slight difference in effects of the after-school program among schools.
    6.Difficulties of the implementation of the after-school program in Sanchung City were co-related to the effects of the program.
    Therefore the following suggestions were proposed:
    I.For educational administration
    1.Set forth relevant laws to make the programs easily workable under explicit specifications;
    2.Set up evaluation system for programs and provide incentives to efficient schools;
    3.Build up human resources platform and make available the database to programs; and
    4.Establish reasonable income/outcome balancing system and provide free program for disadvantaged school children ;
    II.For educators of elementary schools
    1.Provide diverse programs in line with the demand of school children’s parents;
    2.Offer incentives to teachers who teach for the program;
    3.Supply programs based on the specialties of school teachers;
    4.Work out the curriculum of the program in accordance with the interest of school children and their parents; and
    5.Integrate resources of the neighboring schools to make strategic alliances.
