    摘要: 早期世界經濟貿易隨著形勢的發展，形成「封閉式的區域主義」的現象，隨著冷戰瓦解，資訊科技帶動經濟全球化時代，使早期封閉式的區域主義產生變化，並擴充其內涵。亞歐雙方隨著國際情勢改變，由最初歐盟與東協間天然資源供需，逐漸發展成經貿、投資合作與促進區域發展合作。而形成，雙方進行於政治層面協商的基礎；即是亞歐會議 1996因應而生，發展出橫跨亞歐的對話機制。此外，跨區域的亞歐經貿合作，展現了區域主義內涵的擴大。
    本文以新區域主義中的跨區域理論為研究途徑，藉此分析歐盟與東協的互動情況。本文分為以下三個主要部份：首先，是歐盟和東協在新區域主義的帶動下，對全球化的回應；其次、闡述此跨區域對話機制，所產生的交流；最後，針對此對話機制，帶給歐盟與東協的成效提出評估，以及論述未來此機制的展望。
    隨著亞歐會議的成立，歐盟與東協已經形成了全面性的對話機制，發展雙方在經濟、文化、社會各領域、及政府與民間的層次、以及各種管道的交流，加強雙方對彼此文化、政治、及價值的瞭解。並深化雙方經貿、科技合作，並加強在資源、技術等領域的合作。本研究瞭解到，合作的過程總是會有利益的衝突，如何整合各自的利益，成為一全體的利益，是需要彼此協調的。因而，亞歐會議持續在不同的需求上取得平衡，可以藉由這些成果應證。
    Abstract:
    After World Wars I, “closed" regionalism” appeared which imposes protectionist measures to limit nonmembers’ access to the markets of member states. Latter, the science and technology has updated quickly. It also changed the way of trade and commercial activity. Following the world’s change, European Union developed further relationship with The Association of Southeast Asian Nations. Based on the cooperation between EU-ASEAN in early 1970, they gradually developed two dimension of cooperation: economic and investment’s cooperation. It brought the need for political dialogue. This need caused the Asia-Europe Meeting (ASEM) to appear.
    This thesis is used “Interregionalism” as research approach to analyze and discuses the interaction between EU-ASEAN. This thesis is divided into 3 parts: first, it will describe the way of EU and ASEAN response the pressures of globalization. Second, it will present this “interregional framework - ASEM” work. At the end, it will evaluate the efficiency of cooperation and point out the views of future.
    As the ASEM set up, EU and ASEAN has formed a mature dialogue mechanism which formed ways in official or nonofficial way. It helped the Europe and Asia understand each other in value, culture, and political background.
    Also deeper the cooperation between EU and ASEAN’s
    in trade, technology. This thesis concludes that the cooperation can not avoid the conflict when the nations’ interests are not the same in one collective interest. But, the ASEM acted well in dealing with this problem. At least, the nations’ are all in the same position and has further plans for working together.
