    Title: 民進黨執政時期柔性外交之研究 : 以對歐盟關係為例

    Abstract: 本論文主要是研究民進黨執政時期的「柔性外交」政策。「柔性外交」是以「柔性權力」為工具,透過外交的方式來達到國家的利益與目標,此也為本論文的主軸。首先以奈伊所提出的「柔性權力」概念為基礎來探討與界定出台灣本身的「柔性權力」,分別為文化吸引力(台灣的多元文化)、政治價值觀(民主制度與人權的發展和成熟、科技進步)、外交政策(對「人類安全」觀念的重視)。並以基歐漢(Robert O. Keohane)和奈伊所提出的「複合互賴理論」來探討「柔性外交」的特性-多元管道、議題連結,和途徑-民主人權外交、文化外交、科技外交、國際援助合作。其次,探討影響民進黨執政時期「柔性外交」的因素,分別為中國因素(中國崛起與其對外政策、中國對台政策)、國際因素(全球化、美國)與國內因素(國民黨執政時期對外政策的演變、民進黨在野時期的立場 )。
    而為了更加聚焦民進黨時期「柔性外交」的執行狀況,本論文以對歐盟的關係為例,之後針對「柔性外交」的三項目標-提升國際形象、增加經濟利益、擴大國際空間所設定的指標進行台灣對歐盟「柔性外交」實施的效果評析。
    最後從各項指標數據可以發現,民進黨執政時期「柔性外交」有達到一定成效:
    1、 在提升國際形象方面:從國際評比可以看出台灣的國際形象在全球有一定成果的提升;對歐盟而言,歐洲人民對台灣的形象仍以文化觀光形象為主,但民主人權形象則在歐洲官方達到良好的宣傳。
    2、 在國際空間拓展方面:成果還是有限,因為受限於歐盟「一個中國」和「政經分離」政策的影響,官方交流次數有限,但民間和非政府組織的交流則成穩定的發展狀況,而從台歐雙方簽訂的條約與協定則可發現,合作對象仍侷限於英、法等幾個特定國家,空間拓展的有限。
    3、 在增加經濟利益方面:從台歐雙方2000 年~2008 年間穩定增長的貿易量可看出是有達到成效的。
    The goal of this thesis is to study Taiwan' s “soft-power diplomacy"under DPP administration(2000-2008), using two theories-"soft power"and “complex interdependence "as the theoretical basis. “Soft-power diplomacy“ means that countries use "soft power" as the tool, through multiple channels to attract and effect other countries, and then increase Taiwan's diplomatic space in soft agendas.
    First of all, I explained the concept of “soft power" that proposed by Joseph S. Nye to identify Taiwan's own soft power resources, namely cultural attractiveness(Taiwan's multi-culture performance), political values(the development of democracy and human right and science and
    technology), foreign policy(importance of concept of “human security").Furthermore, I used “complex interdependence theory" that proposed by
    Robert Keohane and Nye to explore the features of “soft-power diplomacy"-"multiple channels" and “linkage strategies", and four channels- democratic and human right diplomacy, cultural diplomacy, technological diplomacy, international aid and cooperation.
    Secondly, I analyzed the factors that impact DPP's soft power diplomacy, such as China factor(the rise of China and its foreign policy and Taiwan policy), international factor(globalization , USA), and domestic factor(the evolution of KMT regime's foreign policy, DPP's policy before 2000). And I used Taiwan's relationship toward EU as the case study, then set the indicators for three objectives(to enhance the international image,increase economic benefits , expand international space) of Taiwan's soft power diplomacy to assess the effect of implementation.
    In conclusion, we can find from the indicators stated above that the DPP's soft-power diplomacy had achieved partial results.
    1. The image of Taiwan to European people is mainly focus on culture and
    tourism. And the image of democracy and human right has well promoted
    in EU official.
    2. The achievement of soft-power diplomacy is limited in expanding
    international space, because of EU's “one china policy" and
    “separation between politics and economics".
    3. In relating to increase economic benefits has been achieved success.
