    Abstract: 論文提要內容:
    中共至1979年改革開放以來,成功改變其原有高度集中的中央掌控式經濟,使得中國經濟實力有所提升,已不可同日而語。從輿論的掌控角度來觀察,中共已不像過去那般箝制輿論思想,有漸漸鬆弛的跡象。發展至今,中共的改革開放其實亦造成了社會的多元化,中共在統治時也需要市民社會的配合來揭發社會上的不平等,
    中國的國家性質雖然經過改革開放之後從極權漸漸走向威權。

    中共的「輿論監督」理念,其實就是威權國家所進行的掌控輿論,輿論可以成為國家進行社會改革的工具。中共將大眾傳播媒體視為其統治的工具,作為反應底層輿論的傳聲筒,利用大眾傳播媒體來反應底層的聲音,作為統治的參考。輿論監督可以成為反應社會不平等的工具,與西方傳播理論的「看門狗」類似,但中共會控制輿論,不讓其危害的統治利益。因此雖然類似西方傳播理論,但仍有所不同。

    透過觀察輿論監督的發展過程,了解輿論監督的原始定義在經過發展後有何不同;再以輿論監督的八個案例,了解輿論監督的實踐過程與特點,最終在與西方傳播理論做比較。試圖探討輿論監督對於中共社會的影響及功能,以及與西方傳播理論的差異。
    Abstract:
    Since the economic reform in 1979, China’s economic growth. The PRC is not control the public opinion like past. China’s economic reform also made the Chinese communists led to diversity. PRC also need the cooperation of civil society to expose social inequalities.

    China’s “public opinion” idea is like the western communication theory: “watch dog” idea. Because, China’s “public opinion” is used to mass media response the people’s attitude and let the PRC knows. So PRC can do something to react. But China also can control the opinion, so China’s “public opinion” is not complete like the western communication theory.

    We can know about the China’s “public opinion” development, and used 8 China’s “public opinion” example to know what the specific point in China’s “public opinion, and what different in western communication theory.
