    Title: 工資性別岐視對女性就業與工時的影響效果-台灣的實證分析

    Abstract: 在勞動經濟學領域,工資歧視一直是廣受討論的課題,然而一般工資歧視方面的實證文獻,在分析上隱含勞動供給為無彈性的(inelastic),多未探討工資歧視對就業、工時的影響效果。而Baldwin and Johnson (1992a) 指出,若勞動供給線為正斜率的,只就工資歧視進行討論,會低估工資歧視對受歧視者之就業、工時的負面影響效果。在Baldwin andJohnson (1992a)中,主要是探討工資性別歧視對女性就業的影響效果。其後又陸續以此一分析方法應用在男性與殘障者(Baldwinand Johnson, 1994)、白人男性與黑人男性(Baldwin and Johnson, 1992b,1996)等族群上。此一計畫希望就Baldwin and Johnson(1992a)研究方法中的若干缺陷進行修正。首先, Baldwin and Johnson (1992a)雖然注意到工資歧視對工時亦可能有影響效果,卻未估計此項影響效果的大小。因此本計畫的第一項目標,即試圖彌補這方面的缺陷。其次,Baldwin and Johnson (1992a)採用傳統的Heckman二階段方法,估計工資與就業方程式。唯Cogan(1981)指出,在勞動市場進入成本存在的情況下,勞動供給線為不連續的,以Heckman二階段方法推估勞動供給方程式將產生偏誤。因此本計畫的第二項目標,是希望結合Cogan(1981)的「勞動市場進入成本模型」,作為分析工資性別歧視之基礎。這項計畫中,預計以行政院主計處最近一次的人力運用調查原始資料為對象,了解台灣工資性別歧視的現狀,並進一步分析工資歧視對女性就業、工時的影響效果。
