    摘要: 教育部於2006 年4 月開始辦理大專校院數位學習教材及課程認證作業，並於同年5 月 開始試辦數位學習在職專班（教育部遠距教學交流暨認證網，2007）。提高遠距教學課程占 畢業學分數的政策為我國遠距教學向前邁進一大步，各大專校院更可開設中小學教師進修班 與類科或管理相關科辦理在職專班，相關數位內容、課程、教材等皆可獲得認證，對於學習 者權益而言，能夠享有更好的品質保障。網路學分受到重視，正式學習不再只由傳統教育機 構所提供，結合實體教育機構所建置的虛擬教育機構，已形成新興的學習管道，並提供國人 更多元化的學習型態，亦讓學習者能依據個人學習需求，享有更多樣的教育選擇。對於大專 院校而言，學生與老師間多元的學習與教學方法為此新興管道帶來之重大意義，不同的學習 管道與學習者背景，為網路校園之未來發展帶來新的契機與挑戰。Peterman（2000）表示網 際網路帶動了線上學習風潮，無論教學環境與教學科技如何轉變，首要重點為必須切合學習 者需求，強調必須以學習者為中心的導向，才能確保與提升學習品質。美國西部教育通訊合 作組織（Western Cooperative for Educational Telecommunications，簡稱WECT）（2001）發現 多數大專院校所提供的學生服務，仍舊以就讀實體校園的學生為主，對於線上學習者這塊並 無提供與實體校園內一般學習者同樣的服務，明顯在網路校園學生服務這塊有所不足。檢視 國內目前針對網路校園之相關研究，研究方向多從系統建置者或教學者的角度，針對網路校 園組織架構、教學平台功能建置、整合行銷之服務層面進行現況調查與深入探討（姚永錩， 1993；呂靜宜，2001；李少華，2002；曹仕賢，2002；劉建仁，2002；藍月蓮，2003），較 少以學習者角度切入探討網路校園所提供之學生服務需求的層面。 為此，本研究期能以學習者為中心的角度，針對大學網路校園所提供之學生服務進行 需求調查，進而依據調查結果將需求程度與重要性作優先順序之排序，並找出其需求差異， 以作為未來規劃大學網路校園建置之依據。本研究之目的陳述於下： 一、 探討不同背景學習者對大學網路校園學生服務之需求程度與重要性 二、 分析並比較不同學背景習者對於網路校園學生服務之需求差異 三、 根據以上研究成果，提出並設計出符合學生服務之需求的大學網路校園雛型。 註解: 不同背景學習者係指一般學習者與線上學習者：(1) 一般學習者：大學實體校園的學生、 (2) 線上學習者： 透過數位學習之網路碩士專班學生。 Nowadays, there is a trend for the worldwide higher education organizations in constructing the virtual (or cyber) campus for their own university to provide e-services for their online students or physical students. The cyber campus allows the university community to access online course websites, other e-learning resources as well as students’ supports. However, in Taiwan there is still a myth what students’ services the on-line students’ need, how important they are, and what differences of needs and importance between the on-line students and ordinary (physical) students. Therefore, this study is aimed to conduct a needs assessment to identify and compare the needs and importance between different types of students for web-based students’ service. There are three objectives as below: 1. Investigate the needs and importance of web-based students’ services for different types of students; 2. Compare the differences of needs and importance of web-based students’ services between the different types of students; 3. Provide and design a prototype of web-based students’ services in cyber campus for university.
