    Abstract: 本研究乃一項三年期的計畫。主要是探討「波隆那宣言」簽署屆滿十年後,歐洲高等教育區(European Higher Education Area)的發展,及「波隆那歷程」各簽署國高等教育品質保證機制運作的情形。第一年的研究重點將在於探討「波隆那歷程」簽署國於「波隆那宣言」簽署十週年(2009年)之4月28-29日在Leuven/ Louvainla-Neuve (Belgium)召開「波隆那歷程」部長高峰會時各國在高等教育政策改革及品質保證方面所展現的成果;第二年則探討歐洲高等教育區是否確能如預期規劃般的在2010年完成建置以及其建置後的政策或工作規劃;第三年之研究重點則將置於在2010年完成「歐洲高等教育區」之建構後,歐洲各國是否會延續「波隆那歷程」的理念,發展出更進一步足以持續強化歐洲各國高等教育整合的政策準則或方案。 在研究方法上,本研究主要是採取文件分析、文獻探討、實地訪談、及專家諮詢座談等方法。至於歐洲各主要國家或地區實地訪談之對象則以涵蓋「波隆那歷程」各簽署國相關行政業務承辦單位人員或主管及大學校院學者專家為主。三年內預定參訪及進行訪談之機構包括位於比利時布魯塞爾的歐盟文教總屬、歐洲大學協會,法國「國家教育部」(Ministère de l’Education Nationale)及OECD,位於芬蘭赫爾新基的ENQA,及歐洲主要國家加入ENQA成為其正式會員的品質保證機構等。本研究結果除蒐集彙整歐盟及歐洲各國有關高等教育政策改革及品質保證之最新資訊外,並期為我國未來高等教育品質保證相關政策提出可供參考的建言。 This study is a 3-year’s project. It mainly aims to explore the development of the European Higher Education Area (EHEA) and the quality assurance of higher education in European countries, a decade after the ‘Bologna declaration’. In the first year, the focus of this study will be on the analysis of the stocktaking result of the conference to be undertaken by the Benelux countries (Belgium, Netherlands, and Luxemburg) on 28th-29th April, 2009, at Leuven/ Louvainla-Neuve (Belgium). The focus of the second year will turn to the analysis of the development of the European Higher Education Area, a policy announced by the EU via ‘Bologna declaration’. In the third year, this study will try to explore the policy reform and the operation of quality assurance in European higher education, after the establishment of the EHEA, or other related schemes, if any. This study mainly adopts the methods of document analysis, literature review, field visit, as well as interview. In order to collect more detailed, first-hand, and insightful information related to the implementation or operation of quality assurance system in different European countries, field visits and interviews to the academics or experts in the European Commission (Brussels, Belgium), EUA (Brussels, Belgium), Ministère de l’Education Nationale in France, ENQA (Helsinki, Finland), and ENQA’s full members in European countries, will be undertaken in this study. Suggestions related to the future operation of higher education quality assurance in Taiwan in the future will be proposed based on the research findings.
