Abstract:	本研究之主要目的在於探討美國新上任之歐巴馬政府未來外交政策之發展。對新上任的歐巴馬總統而言，他將不可避免地面臨諸多棘手難解的議題，從美國人對國家失去信心，到處理政府預算赤字、全球金融海嘯、自由貿易協定的重新談判、多邊主義或單邊主義、歐亞孰輕孰重、北韓、伊朗、阿富汗、伊拉克、東亞戰略、非洲、第三世界、中國政策到兩岸關係等。如何有效因應則考驗著歐巴馬及其國安團隊的政治智慧。因此，本研究之主旨為歐巴馬政府必須殫盡心智針對美國外交諸多難題擘畫因應藍圖，俾有可能重新確立美國在全球化時代下的霸權領導地位。 The main purpose of this research project is to explore the prospects of the Obama administration's foreign policy. Immediately after assuming his position in the White House, President Barack Obama will inevitably face many backbreaking and strenuous problems, ranging from the loss of American people’s confidence in the country, budget deficit, global financial tsunami, re-negotiations on many free trade agreements, multilateral or unilateralism, emphasis on Europe or Asia, North Korea, Iran, Afghanistan, Iraq, East Asian strategy, Africa, the Third World, China policy, and cross-strait relations, How to effectively tackle these problems will put him and his security team’s political wisdom to the test. Therefore, the main theme of this research project is that the Obama administration will have to wisely make a blueprint of solving the aforementioned problems if the United States is to reassert its hegemonic leadership in the age of globalization.
