摘要:	本研究擬運用衝突價值管理觀點，探討我國成立馬告國家公園之障礙。主要研究途徑除了文獻法與訪談法之外，將針對政策利害關係人之訪談內容，進一步作質化分析（社會網絡分析法），冀欲得知馬告國家公園成立之困境為何，並分析如輔以成立共管機制，國家公園推動效果能否顯著提升。整個研究分五大部份，預計以一年時間完成。（一）背景介紹及文獻回顧，主要聚焦於馬告國家公園成立始末，探討政府在政策規劃與實施時所遭遇之問題。文內將以相關文獻為核心，認為國家除了擁有職能與自主性，尚須與政策利害關係人或團體建立制度化合作機制，方能提出具可行性之方案。（二）探討政府在推動馬告國家公園的結果。所欲探討的重點包括：(1)生態倫理主張為何？(2)原住民生存權意指為何？（3）政府如何面對此一價值衝突的選擇？（4）永續發展給吾人何種啟示。（三）價值衝突發生時，選擇政策工具必須考慮政策利害關係人的權益。管制治理及政策工具理論均強調政府能力有限，必須將政策利害關係人的偏好與資源納入政策選擇才能達成共同目標。（四）本文擬提出的另一種解釋觀點。本研究擬運用學者所提出之循環、防火牆以及因果分析法，取代現行的衝突目標處理方式，在相當程度上是與政府與政策利害關係人互動所形成的制度環境有關。此種制度安排一方面與政府能力有關；另一方面則與政策利害關係人或團體互動有關，經由雙方互動所形成的政策網絡將有利於目標達成。（五）提出研究發現和結論。 From the perspective of managing value conflict, this paper attempts to research how the effects of promoting Maqaw National Park, by applying the method of interviewing stakeholders. It also analysis the effect of the mechanism of co-management. The research mainly consists of five parts which will be finished in one years: Part I Research background and literature review It mainly focuses on the effects of promoting Maqaw National Park and the difficulties when government formulates this policy. From the perspective of regulatory governance, this research argues that when the state owes capacity and autonomy and is able to establish cooperative mechanism with policy related groups, the feasible policy object may emerge. Part II Dealing with the state’s policies during different periods and their impacts. This research will explore the following issues: (1) What’s theposition of environmental ethics？(2) What’s the issues that the rights of indigenous survive arguing？(3) How the government managing the value conflict？ (4)What can we learn from the inspiration of sustainable development？ Part III Considering the opinion of stakeholders when dealing with policy instrument. Owing to the concepts of regulatory governance and policy instrument stressing the short of capacity of government, this research argues that the state has to incorporate the preferences and resources of stakeholders. To do so, the policy goal will easily attain. Part IV Put forward an alternative analytical framework Given the shortcomings of most analytical frameworks, the research stresses the importance of mechanism which has directly to do with the internal organization of the state bureaucracy on the one hand, and on the state’s relations with stakeholders on the other hand. Through the mechanism, both sides negotiate and have an agreement on the strategy and the means of achievement. Part V Conclusion
