    Abstract: 近年來各國積極推展生質能源,冀以降低化石能源問題對經濟造成的衝擊、提高能 源安全、提高環境效益、尋找新的經濟發展契機、降低購油外匯支出、以及活化農村經 濟,而「強制添加生質燃料」即為其中一項重要發展政策,廣為世界各國所採用。然而 回顧該政策之相關文獻,雖然實證模擬之研究頗多,就申請人所知,其理論基礎之研究 卻甚為缺乏。缺乏理論基礎研究的問題是,對各變數之間互動關係認識不深,將使政策 容易搖擺,沒有一致性,從而影響廠商的生產、投資以及民眾的消費意願。 本次之計劃,申請人即希望建立一內生成長模型,探討強制添加生質能源政策與技 術進步和經濟成長的關係。在技術進步方面,各國對添加比的提升,一般都有期程安排, 我們將探討此宣示效果對技術進步與經濟成長的影響;在經濟成長方面,生質能源發展 的目標之一是促進農村經濟成長,然而由靜態的模型設定與分析,無法瞭解添加比政策 對國家、部門經濟成長率的影響,因此本計劃希望藉由內生成長模型的設定,對此問題 進行探討。 In order to reduce GHG emissions, improve energy security, and capture economic gains, many countries have in recent years promulgated various policies to encourage the development of bioenergy. The standard of biofuels blend ratio is one of the most important strategies. By reviewing the literature, however, we find that the theoretical researches of this policy are very few, especially in the aspect of dynamic model specification. This application proposes to specify an endogenous growth model to study the effects of the standard of biofuels blend ratio on technology innovation and economic growth. Because governments usually phase in the blend ratio, we can also analyze this announcement effect. This research will help us understand the long-run effects of the standard of biofuels blend ratio, provide the theoretical basis of this policy, and make some policy implications.
