Abstract:	水資源問題，為永續發展諸多要素中極為重要的一環。它與陽光、空氣皆是維持「生活」、「生產」及「生態」所不可或缺的要素，亦是社會發展品質重要指標。1992年地球高峰會議所通過的21世紀會議中，特別定出水資源永續發展行動計畫綱領－「水資源品質與供應的保護：整合式方法在水資源發展、經營使用上的應用」，期改善日益惡化的水資源環境，朝永續發展的目標邁進。
