    Abstract: 「建設性的夥伴關係」將是俄羅斯與中共一九九六年雙方關係的目標。新的國家杜瑪不至於出現反對俄羅斯和中共加強交往的有力聲音。俄羅斯甚至會敦促中共支持組織一套東北亞安全諮商體系。而不論俄羅斯總統大選的結果如何，俄羅斯也將不願輕易為台灣的福建問題而開罪中共。台灣尚須加倍努力，俄羅斯方可能在一九九六年同意在台北設立民間形式的代表處。而俄羅斯和香港今年將有更密切的交往，經貿利益是俄羅斯主要的著眼點。
