摘要:	電子檔案所衍生的問題頗為複雜多元，電子檔案管理之設計，手段與目的常是交互為用，環環相扣。本文從技術系統之規劃與設計、人因制度之規範與設計等面向加以論述，透過電子檔案之生成、儲存、轉置、元資料要求、安全認證、風險評估、訓練等問題，揭露電子檔案管理之整體設計和發展之全貌。而設計者與發展者的合作將絕對有助於目標的達成。 Electronic records can themselves pose problems that complicate their effective management. Means and aims have interacted during the electronic records process. The issues and concerns discussed here are widely acknowledged by both technical and human-factored system designs. To explore the design and development phases in electronic archives management, the records managers, as well as by computer systems analysts, archivists, and others responsible for creation, processing, storing, migration, retrieving, metadata, safeguarding, risk assessment, training or otherwise dealing with electronic records are examined in the study. Several aspects of recordkeeping should be considered during the system design and management process. Adoption of current best practices enables agencies to benefit from the best advice available from both the designers and developers, while providing cooperation for improvements as administrations and technologies evolve.
