    Abstract: 紐約市警察局從創建尹始，即深受警察貪瀆問題的困擾。派翠克封．莫飛局長自1970年10月被任命開始，即進行長達二年半的改革。莫飛界定組織為改革目標，致力於該機關貪瀆次文化的改變，改革的步驟中，強制與道德再教育兩策略兼俱。各強制方案迅速地嚇阻了貪瀆的進行，而道德再教育方案則有效地改變了組織整體性的貪瀆次文化，再發生率亦持續降低。莫飛的成功，證實應用管理理論改革警察組織貪瀆的實用性與其實效。
