Abstract:	今日臺海之緊張局面 ,實因李登輝及陳水扁兩人之兩岸政策所致。自李登輝在 1996年臺灣“大選”中獲勝 ,其走向臺獨之作法就明顯地表露出來。盡管美國一方面聲稱采行“一個中國政策” ,但另一方面卻與臺灣保持了長達 2 5年的非官方關系。本文所要分析的是自 1996年起 ,美國、中國大陸和臺灣是如何因應錯綜復雜的兩岸三方關系的。本文亦提及美國新聞界及智庫學者對此發展的看法。文章最后談到“公投”問題 ,并對其給三方關系所帶來的沖擊進行了分析。
