    Abstract: 國際圖書館協會聯盟(l FLA) 出版『書目記錄功能需求』 (Functional Requirements for Bibliographic Records(簡稱FRBR) 一書之後，曾引起熱烈迴響。本文試從網路文獻，討論FRBR 的相關議題，包括FRBR的發展背景、基本理念、重要性、對當前各種編目標準的影響、各國的回應及FRBR的應用研究等等。在電子出版快速發展、資料類型推陳出新、網路資源急速成長的環境下，欲使圖書館目錄有效回應使用者的期望及需求'FRBR已成為國際書自控制重要參考模式。而我國網路暢通，資源力求共享，編目標準國際標準化已成為必然，筆者呼籲國人重視FRBR相關議題對編目規則及機讀格式的影響。
