    Abstract: 政府資訊與出版品的加值利用是資訊公開政策下，必然的趨勢與議題，目前台灣尚未有明確或其體之法令規範'而僅見諸各間接相關之條例。本文始於加值資訊之意義與發展，進而以政策之推動為主要著眼點，明列政府資訊與出版品公開與加值利用標準與基礎、政府資訊與出版品加值利用之判斷準則、政府資訊與出版品著作權管理機制與範疇之建議，以茲作為未來政府資訊利用政策與執行之參佐。
