    Abstract: 任何人、隨時、隨地(Anyone anywhere anytime)均可取用圖書資訊, 這是網際網路普及後, 人們對網路化圖書資訊服務的期待。雖然資訊科技發展的結果突破時空障礙, 但享用這項成果的前題, 得先解決資料費用的問題。時空無礙的新環境下, 取用資訊不再受限於必需擁有資訊, 因之, 建立聯盟(Consortium)以聯合典藏, 共同使用的情況日益盛行。各類資料庫製造者及資訊供應者因而推出形形色色的計費政策; 諸如按時計費、按次計費、按年計費、按地計費、按國計費等等。在諸多付費方式中, 以支付資料的使用權或稱為執照費(License)為現代圖書館所面對的新課題。而衡量使用權費用的因素各國、各家不同, 有些依使用的圖書館數量、有些憑使用的人口、有些參入資料收錄的年代等。本文以台灣經驗為主, 探討數位化資料付費方式、並歸納簽訂使用權合約時應注意的事項。
    Anyone may get information at anywhere anytime is the scene of the Internet connection. This is wonderful, but let the dream becomes reality, the first priority is to deal with the payment for databases. Under the circumstance of Internet, to provide digital information services is not necessary to own the information. In this case, to set consortium and to assign a library to hold the databases and share with other library users is the typical service model. In order to cope with network environment, the database producers and the information providers propose variety of price policy, including pay by time, pay by search, annual subscription, site license, national license and so on. Among them, the license agreements are a new model of payment and new challenge for librarians. The elements which will be counted for license are quite different, some based on the number of institutions which will be joined in the consortium, some based on the population of information users, others may be based on the coverage of the database. This paper based on Taiwan experience, the variety of price policy are investigated and conclude with the key points that librarians shall pay attention to when sign a license agreement.
