摘要:	政府資訊之價值不在典藏而在廣為流通以利民眾取得，因此推動其相關授權機制可以說是開創加值應用商機的最佳方法。本文皆在呈現足以明顯增進政府資訊效能之方案；並且闡釋數位權利管理（DRM）如何應用於台灣現行之政府資訊或出版品網系統。而在尋求達到政府資訊利用之最大可能性與條件之際，則就若干具潛在應用性之相關DRM模式提出討論與建議，以利於網路開放環境下，能夠使政府資訊有更順暢的傳播途徑與加值利用之便。 The value of government information relies upon the accessibility not conservation. The advancement of licensing mechanism has been the major concern of the ways to create the value-added government information. This paper presents the path which should significantly and comprehensively improve the efficiency of government information, and explains how the Digital Rights Management can affect the interests of the existing Taiwan government information or publications network system. Applications and potential model to the DRM are discussed, while seeking the most availability and accessibility of government information.
