New deflection indices representing for the qualitative structural capacity of flexible pavements are studied with dynamic stress analysis for steady state and impulsive nondestructive deflection tests on pavements. It is found that the layer condition can be verified more accurately from this suggestion than conventional ones. With the verifications on experimental deflections, rehabilitation efficiency of overlay construction is revealed, and the weak layer is shown effectively. Similar pavement conditions are predictable from the dynamic back-calculations. Incorporating both methods shall enhance the deflection tests in practice.
