    Title: 公共場所室內音量品質量測規範及評估指標之研究

    Abstract: 圖書館、醫療院所公共場所產生之噪音,越來越受全民關切,為確保全民享有環境安寧之權益,實有必要減低圖書館、醫療院所室內音量,來保護公眾區域民眾健康、提高圖書館與醫療院所公共場所之音量品質,並予以要求自主管理改善。
    本研究目標包括建立適用我國公共場所室內音量之測定指標及方法,並研擬適合我國公共場所室內音量管制建議值;建議適合我國公共場所適用的室內音量防制配套措施,來提高與改善公共場所之室內音量品質。
    完成圖書館、醫療院所室內音量測定各15處(量測達68次,含頻譜調查)並統計分析其結果;完成蒐集歐美日等國家針對公共場所室內音量測定指標及方法;完成蒐集室內音量大小對人之影響,及音量測定同時進行訪查(1320人次)並分析其結果;依據上述結果,建議我國圖書館公共場所音量室內建議值≦50dB(A)與外國之建議值差不多,或分三級「二級(需改善):音量≧50dB(A);一級(普):45 dB(A) ≦音量<50 dB(A);特級(安靜):音量<45dB(A)」,醫院之建議值≦60dB(A)與外國建議值相比較下則是差 10dB(A) ,或分三級「二級(需改善):音量≧60dB(A);一級(普):50 dB(A) ≦音量<60 dB(A);特級(安靜):音量<50dB(A)」。
    蒐集國內外公共場所音量管制配套措施,並分析其優缺點及可行性。但目前少數國家雖有室內噪音管制措施、室內噪音限值標準、管制方法及規範,僅中國大陸及紐西蘭有相關室內噪音的法令,卻無罰則。故我國未來公共場所音量品質應要求管理單位以「自主管理」為導向,期望能有個較佳室內音品的公共場所。
    Noises derived from public places such as libraries and hospitals/clinics are increasingly concerned by the public. In order to ensure the rights of the public to enjoy a tranquil living environment, to protect the health of the public, to enhance the acoustic quality in such places, and to encourage improvements through self-management, it is necessary to reduce the noises derived from libraries and hospitals/clinics.
    The objectives of this study include: 1. to develop measuring indicators and methods for indoor noises, and to formulate recommended clearance levels for the indoor noise control in public places that is suitable for the country; 2. to suggest indoor noise control measures to reduce noise level in the public places.
    The research has completed the following studies: 1. conducting indoor noise measuring for libraries and hospitals/clinics and performing statistical analysis of the results at 15 different locations (completed 68 measurements in total, including spectrum investigations; 2. collecting measuring indicators and methods for indoor noises in the public places that are adopted in Europe, the US and Japan; 3. collecting data on the effect of indoor noises to the human body, executing indoor noise level measuring and conducting 1,320 questionnaire surveys and analysis on indoor noise level.
    As the results of the surveys, the recommended clearance levels of indoor noises for the libraries in Taiwan are under 50dB(A) (inc.), which are similar to other foreign countries. The recommended clearance levels can be divided into three class (Second Class - above 50dB(A) (inc.); First Class: 45dB(A) (inc.)~50dB(A) (exc.); Premium Class: under 45dB(A) (exc.)). Furthermore, the recommended clearance level of indoor noises for the hospital is under 60dB(A) (inc.), which is 10dB(A) different from those of foreign countries. The recommended clearance level of indoor noises for the hospital can be divided into three classes (Second Class (loud): 60dB(A) (inc.); First Class (normal): 50dB(A) (inc.)~60dB(A) (exc.); Premium Class (quiet): under 50dB(A) (exc.)).
    The research has collected foreign noise control measures in public places, and also analyzed their pros and cons as well as the feasibility. However, there are only a few countries currently having indoor noise control measures and indoor noise standards. Throughout the research, it is found that only China and New Zealand have laws and regulations on indoor noises, however there are no penalties associated with these regulations. Therefore, concept of “self-management” will be introduced to the management of libraries and hospitals/clinics on improvement of indoor noises control.
