    摘要: 目前我國在交通噪音案件處理方式上,依我國「噪音管制法施行細則」(民國九十二年十月十五日)中第八條直轄市、縣(市)主管機關應於所轄各類管制區內選定人口密集處、主要幹道旁或其他適當地點,指定環境及交通噪音監測點進行監測,依我國目前交通建設發展已日趨完善,過去傳統的噪音監測方式已不符合實際現況。同時,近來民眾常陳情數個交通噪音源於同一地點(如高速公路與捷運系統、一般鐵路與一般道路),其共同產生之合成音量效應,影響環境安寧,本研究擬尋求可行之叢聚性交通噪音量測方式,其內容包含了該地區交通噪音調查與研究(音源鑑定、分析…等)、提出改善建議方案,以提供地方環保單位作為未來處理叢聚性交通噪音陳情案件之依據或參考。
    研究中已完成擬定我國未來在叢聚性交通噪音源鑑定方式、建立適用我國叢聚性交通噪音之量測方式。本研究共分成三大項:一、蒐集國外有關叢聚性交通噪音量測指標及方法,並研擬適合我國叢聚性交通噪音源鑑定方式。二、探討「拋物面聚音裝置」的理論模型和數值模擬與實際量測結果進行比較分析。三、進行叢聚性交通噪音量測,並擬定適當的量測方式。本研究具體完成蒐集國外相關叢聚性交通噪音量測指標及方法,並提出以「拋物面聚音裝置」來鑑定噪音源之方式;且進行叢聚性交通噪音量測,提出適當的量測方式。
    According to the 8th of the 「noise pollution deregulation law enforcement details」(Oct.15.2003),the municipality directly under the jurisdiction of the Central Government or the county in our nation handle traffic noise pollution by selecting highly concentrated population areas, main traffic lines ,other appropriate spots, designated environments, and traffic noise pollution monitoring spots to monitor traffic noise pollution. But the traditional method of monitoring noise pollution has been out of date due to our traffic construction being welling developed. Also, the general public often states that multiple traffic noise origin from the same source,for example: the high way, the MRT system, the rail way, and usual roadways. The collective produce a compound acoustics effect and disturb the environment. Our study is designed to find a method to monitor the clustered traffic noise. The study includes the survey and study of the traffic noise of the area ( the source and analysis of the noise……etc) and brings in proposals of improvement suggestions to provide the local department of environmental protection a reference to manage with future clustered traffic noise statement cases.
    The study has mapped out the method to estimate clustered traffic noise sources in the future, and set up the condition to survey clustered traffic noise sources. There are three sections in this study:
    1. collect the clustered traffic noise sources measures way abroad
    2. Discuss the theory of Paraboloid Sound-collecting Device compare and contrast the hypothesis with the outcome of operation.
    3. Measure clustered traffic noise sources and map out the way to measure.
    In this study, we collect the conditions of clustered traffic noise sources measures way abroad specifically; in addition, we address to use Paraboloid Sound-collecting Device to evaluate the noise sources. Furthermore, we measure clustered traffic noise sources, and offer some methods which fits the measurement most.
