摘要: | 工業區的衛生廢水除少部分行業產生高濃度之小水量外,多為生活污水。因衛生廢水量遠少於製程廢水,污染源單純水質變化不大,水質檢測及行政作業程序稍嫌複雜,計算收費及採樣檢測的工作負擔與人事成本皆很龐大。本研究目的為衛生廢水費率訂定的探討,以工業區污水處理廠為研究對象,依據工業局2005年污水處理廠水質水量資料、收費金額及營運費用,將營運方式分為公辦民營廠及自行操作廠來分析,分別找出衛生廢水的收費方式,期能對簡化收費程序有所助益。結果中可以發現,公辦民營廠總處理水量在6,000~35,000CMD之間,單位成本(y)與衛生廢水量(x)的關係為y = 27.05x^-0.0935。自行操作廠總處理水量在12,000CMD以下,單位成本(y)與衛生廢水量(x)的關係為y = 84.471x^-0.1668。自行操作廠總處理水量在12,000CMD以上,單位成本(Y)與衛生廢水量(X)的關係為Y = 4.7341X^0.1382。 Except for sanitary wastewater with high concentration but small volume generated by few industries, the most amount of wasted water in industrial park is domestic sewage. Due to that the amount of sanitary wastewater is far less than manufacturing generated wasted water, the quality of water from source of pollution does not change a lot, and the complex water investigation and administrative procedure as well, the human resource cost and work load of computing payment and sampling investigation are huge.
The goal of this research is setting the fee rate of sanitary wastewater based on the research object of sewage treatment plant. According to the Bureau of Industry, the 2005 data regarding water quality and volume, charge rate, and operating expense of sewage treatment plant, the analysis separate the operating type into two: government-own but private-run, and self-operating. Aim to figure out the fee rate respectively, and to be helpful in simplifying the charging procedure.
In consequence we find out that the total treatment volume is 6,000~35,000 CMD of government-own but private-run plant. The relationship between unit cost (y) and sanitary wastewater (x) is y=27.05x^-0.0935. The total treatment volume of self-operating plant which is below 12,000CMD, then relationship between unit cost (y) and sanitary wastewater (x) is y=84.471x^-0.1668. The total treatment volume of self-operating plant which is above 12,000CMD, then relationship between unit cost (Y) and sanitary wastewater (X) is Y=4.7341X^0.1382. |
