另外,本研究提出的建議如下: 一、明確規範圖書館於「國民教育法」中的定位 二、將圖書館委員會納入校內正式編制 三、推動基準法成為具法律效力之規範 四、於公共圖書館內成立專司負責小學圖書館營運之單位 五、學分班及認可制度之建立,吸引館員參與進修 六、透過校方建立起完備的圖書資訊培訓管道 七、建立起健全的職務代理人管理制度 八、將圖書資訊專業列為館員遴選時之評估項目 九、透過校方建立起老師與館員間的溝通橋樑 This study investigated the change of human resources in Taipei City elementary school libraries before and after implementing library law. Elementary school libraries lack resources on every aspect. Human resources is a acute problem. Meet or fail to meet 「The Regulations for Operation and Constitution of School Libraries」established by Ministry of Education in 2002 is a key point of this thesis.
The method of investigation is literature review、questionnaires and in-depth interview.142 elementary schools libraries were identified as meeting the regulations and visited by the researcher to gather information. The total of 142 questionnaires were sent and 90(63.4%) of valid questionnaires received.
The researcher concluded with discussion and implications of the findings. The findings indicate 5 conclusions (1) The organization of school libraries staff do not follow the regulations when implementing library law. (2) Lack of regular staff and training volunteers for library service (3)The majority degree of school librarian is bachelor but not relative to Library and Information Science. (4) Having Library Information Science speciality or not is not be anticipated. (5) Restrict within National Education Act, the fifth、sixth clauses can’t work. (6)A concept of Instructional Materials Center is not popularity (7)Fulltime administrant is a ideal librarianship (8)Improving the position of library in elementary school for supporting teaching.
Based on the results of the study, the following recommendations are proposed: 1.Giving a clear definition of the position of school library in National Education Act 2.Establishing the library committee as normalization 3.Legalizing「The Regulations for Operation and Constitution of School Libraries」 4.Creativing a unit in public library responding for school libraries operating 5.Conferring elementary school librarian with professional certificates credit points 6.Found the complete Library and Information Science refresher course 7.Improvement over the manage of contracted employee 8.Evaluating the competence of Library and Information Science necessarily when recruiting librarian 9.Making interaction between teacher and librarian
