本研究透過文獻探討國內外電子期刊組織整理與使用現況、相關議題。並透過訪談與問卷調查，以了解中央研究院研究人員與研究助理使用電子期刊情形及期望的電子期刊組織整理方式。組織整理部分並進一步以問卷調查期刊編目員的做法及看法，綜合調查結果，以供相關人員之參考。 經研究分析與整理，獲得以下結論:電子期刊組織整理方面，一、因訂購而加贈、交換贈送之免費電子期刊需要編目。二、中央研究院電子期刊編目處理方式採單一書目記錄為主。三、電子期刊聚集資料庫需要納入Webpac。四、代理商已解決書目記錄中url變動性問題 。五、電子期刊書目記錄可提供多個url。六、刊名、電子期刊全文連結點、出版者及出版年、可使用年代範圍、刊期書目資訊有助於選擇取用電子期刊。電子期刊使用方面，一、Weblist、Webpac是中央研究院常用的電子期刊組織整理方式。二、Weblist、Webpac是使用者期望的電子期刊組織整理方式；而期刊編目員期望的是整合性介面。三、電子期刊使用情形：電子期刊使用頻率高；對學術研究很有幫助；主要目的是協助完成研究；慣用電子版但不贊成取消訂閱紙本；慣用格式是PDF；最大困難是要輸入帳號及密碼；未來應加入更多學術性強的期刊。四、應有協商代表爭取電子期刊永久使用權及合理使用範圍。五、院內使用採IP管制方式；院外使用以廠商提供的帳號密碼為主。六、不同學科背景之使用者對電子期刊使用有明顯差異。 研究建議：對中央研究院圖書館的建議，一、電子期刊Weblist、Webpac描述項目應滿足使用者需求。二、宜採紙本、電子期刊兩種版本並存模式。三、解決無法連結有使用權的電子期刊。四、整合性介面之推廣。五、訂定電子期刊編目政策。六、館員應與期刊代理商密切聯繋，了解最新電子期刊服務。七、向代理商爭取院內使用電子期刊完全採IP管制。對中央研究院圖書館之期刊出版社、代理商的建議，一、加入更多學術性強的期刊，提昇內容權威性。二、出版更快速。三、圖文分離處理。四、提供清楚的電子期刊PDF檔。五、加強電子期刊回溯年代。六、解決禁刊問題。七、解決連結Impact Factor of JCR問題。 In this thesis, the issues of organization and usage of electronic journals are explored through literature review. Besides, visiting and questionnaire studies were conducted in Academia Sinica to understand the usage and the organization method of electronic journals, which researchers and assistants need. Further questionnaires were sent to serials cataloguing librarians in order to obtain their viewpoints. Final research results will be referred to the associated staffs in Academia Sinica. Findings in this research are： A. The Organization of Electronic Journals (1) Free electronic journals on gift are needed cataloging；(2) Electronic journals are cataloged mainly by single record；(3) Aggregated databases are needed cataloging；(4) URL Changing problems in bibliographic records have been resolved；(5) One bibliographic record may supply several URLs；(6) Title, URLs, Publisher information, Coverage, Frequency are good for accessing electronic journals. B. The Usage of Electronic Journals (1) Weblist and Webpac are commonly used channels. (2) The organization and access models of electronic journals are expected to be Weblist and Webpac, but serials cataloging librarians prefer to integrating interface of E journals. (3) Electronic journals are usually used by researchers, and most helpful to their scholarship. E journals are most used to help for studying. The researchers accept electronic journals and hope the librarians won'',t cancel paper ones. PDF is the format most used. Needing logging in ID and password is the main difficulty of accessing E journals. They wish the library adding more good scholar E journals. (4) Need to negotiate for obtaining durable usage and reasonable usage coverage of electronic journals. (5) The researchers hope adopting IP control in Academic Sinica and IP with password out of Academic Sinica . (6) In some domains, there are obvious differences on the usage of electronic journals. Suggestions：A. For Academia Sinica Librarians (1)Bibliographic descriptive elements should be to meet users'' needs.(2)Should acquire paper and electronic versions at the same time (3)Should handle when the linking of electronic journals are break. (4)Should promote the integrating interface of E journals (5) Should draft the cataloging policy of electronic journals (6)Should contact with agents quite often. (7)Should negotiate with agents to obtain only IP control in Academia Sinica. B. For Publishers and Agents. (1)Should promote the authority of contents in electronic journals. (2)Should speed up the publishing of E journals.(3)Picture and content files should be processed separately. (4)Should supply more clearer PDF. (5) Should enlarge the coverage of E journals (6)Open current issues should be used. (7) Should solve the linking problems of Impact Factor of JCR.
