    Abstract: 本研究透過文獻分析以及深度訪談等方法,主要的目的在於瞭解電子文件模擬策略之基本理論及概念以及由學術理論與實務需求的角度,對於電子文件模擬策略應用於當前國內環境是否可行進行探討,以作為未來政府機關進行電子文件保存時之參考。

    本研究之結論如下:
    一、模擬技術的基本概念乃是在未來之電腦平台上利用模擬器模擬出原始平台之硬體環境,其製作順序主要分為標籤、封裝、轉譯、模擬等四步驟,
    二、模擬技術保存了原始文件的外觀以及使用者在使用上之感覺,更保存了電子文件在使用上之原始功能。
    三、模擬技術需要持續的發展,透過實際測試方能了解此技術之可行性以及可能遭遇到之問題。
    四、各種保存策略應互相搭配執行。

    本研究建議:
    一、進行模擬技術之初步研究發展計畫,對於模擬策略進行技術、管理等層面之驗證與可行性評估。
    二、於電子文件保存格式方面之議題進行研究。
    三、考量保存年限與技術年限之相容性年限整合方向。
    四、發展電子文件保存技術研究中心,針對轉置、封裝以及模擬等重要保存技術進行專門研究。
    The study is aimed to sum up the concepts of emulation strategy through the research articles and content analysis. The study also evaluates the feasibility of our government’s using emulation as the preservation approach of the electronic documents through in-depth interviews.

    The conclusions are as followed:
    1.The theory behind Emulation is that the only way to ensure the authenticity and integrity of the record over the long term. And provides access to it in its original environment. The process of preserving a electronic document can be summarized as a sequence of four steps: annotate, encapsulate, transliterate and emulate.
    2.Emulation solution offers a way of preserving the sound look, feel and original functionality on using electronic documents.
    3.Emulation technical must be developed sustainability. It should be tested practically in a simulated system on emulation technical that to know the feasibility and the possibly problem..
    4.Preserving strategies should cooperate with each other.

    The study has the following recommendations:
    1.To develop a research on emulation techniques, not only put the emulation to the proof but also to make feasibility evaluations on technique, management, and so on.
    2.To do the research on the issue that the format of electronic documents.
    3.To integrate Scheduling and backward technique.
    4.To set up a research center on preserving electronic documents, and to do the research on the long term preservation strategy such as emulation, migration, and encapsulation.
