    Abstract: 本研究旨在探討瞭解遊民資訊需求及公共圖書館館員對遊民之服務方式、觀感及服務態度。本研究以觀察法、訪談法進行研究,訪談對象包含曾有公共圖書館利用經驗之遊民、臺北市立圖書館萬華區內各分館暨民眾閱覽室之館員、臺北市萬華區社會福利中心社工員。依據觀察、訪談之結果,對公共圖書館未來規劃遊民讀者服務提出結論與建議。
    本研究結論如下:(一)遊民資訊需求包含時事、閱讀、就業、醫療、飲食及博奕,而滿足資訊需求之管道來自人際互動、社會福利機構及圖書館。(二)遊民在圖書館內使用行為廣泛包含閱讀報紙、雜誌、書籍、漫畫書及電影欣賞、使用影印機、飲水機,同時也有睡覺、盥洗等之行為。(三)遊民對圖書館存在持有正面與肯定,對遊民而言圖書館不僅是單純的閱讀場所也已成為了流浪生涯中不可缺少的一部份。(四)公共圖書館館員認為遊民在不干擾其他讀者使用情形之下,則採一視同仁公平對待遊民。多數館員贊成未來可對遊民讀者進行主動服務之規劃。(五)社工員建議公共圖書館可加入遊民網路之中,與遊民相關服務之公、私機構進行合作。
    最後,本研究對公共圖書館未來遊民讀者服務規劃提出以下四點建議:(一)制訂彈性閱覽規則。(二)回應讀者需求,增設淋浴設備。(三)大力推廣地區特有文化。(四)瞭解遊民服務網絡,落實轉介服務。
    The thesis discusses the homeless’ information needs and the public librarians’ service attitude for the homeless people. In order to further understand what the homeless use in the public library, this thesis adopts observation and interview methods to record the appearance of the homeless to establish the homeless imagery also observe their behavior in the public library. Besides the observation, the study also deep-interviews seven homeless people who enter in the public library to affirm their information needs and five public librarians of Wanhua district in Taipei city and the homeless social worker of the Wanhua district social welfare center. According to the research results, the researcher makes suggestions and a conclusion about the homeless service in the public library.

    Findings in this thesis are: (1) The homeless’ information sources base on the interpersonal interaction, social welfare institutions and the public library to satisfy their current
    affair news, reading, job, medical care, food, and gamble needs.(2) The homeless’ using behaviors in the public library are including reading newspaper, magazines, books ,and comic books, and also watch the movie. Besides, the homeless people use the photo copier and drinking fountain and rest and cleaning in the public library. (3) The homeless truly appreciate the existence of the public library. (4) The pubic librarians supply the fair treatment for the homeless people expect that they don’t influence other users in the public library. Most librarians approve of the special service of the homeless in the future. (5) The social worker suggests that the public library can cooperate with affiliated or related nonprofit homeless institutions and join the homeless service network.

    In conclusion, there are following suggestions upon the results of research: (1) Making the flexible reading rules for the homeless people. (2) Replying the homeless’ needs to add the shower facilities. (3) Promoting the community special culture. (4) Comprehending the homeless service network and referral services.
